Solid Waste Management Expert – Hrc004 – Service Contract – Fully Funded Position At The Ministry Of Environment

   Under the “Environment Outcome”, the Solid Waste Management Output was planned as the key priority for 2016 and the requested activities were budgeted at $31 million out of the $36 million needed for the “Environment Outcome” as a whole, i.e. an allocation of 86% of the allocations under this Outcome.  By the first quarter of 2016, the Solid Waste Management (SWM) sector had not progressed much in providing needed Solid Waste Management systems with only 165,298 people reached (8% of target). Considering the compounding effect of the solid waste crisis and the growing concern of major implications on public health the spread of vectors (mosquitoes, rat, etc. which play a major role in transmitting diseases), partners are active in raising awareness, providing support to the municipalities in terms of capacity building, provision of trucks and bins and rehabilitation of dumpsite areas.  Ministry of Environment is also calling upon partners to adopt integrated approaches in the implementation of solid waste management interventions, whereby the planning and implementation of any intervention would be based on the principles of the solid waste management hierarchy. Given the urgency of the situation, UNHCR is supporting MoE in its role of planning and monitoring integrated solid waste management interventions, in order to ensure that a long-term and sustainable approach is adopted in this sector. As such, a service contracted will be deployed by UNHCR and will work closely with Ministry of Environment and UNICEF, to ensure the delivery of needed support and planning of Solid Waste Management activities and support MoE’s responsibilities under the LCRP.    Functions / Key Results Expected  Under the responsibility of UNHCR and the concerned departments of MoE, the consultant will undertake the following responsibilities:  Responsibility (process and functions undertaken to achieve results)   Coordinate with the “Partners” working under the Energy and Water Sector of the LCRP to consolidate and analyze information related to SWM activities, their planned and effective results; Establish and update a database of all on-going SWM activities under LCRP as well as all other SWM activities planned and implemented at the national level; Participate to the “Partners” meetings of the E&W Sector and other technical meetings as requested, document and disseminate key information as needed; Liaise with the other LCRP Sectors to ensure the coordination of SWM activities in other LCRP’s sectors; Liaise with all governmental institutions, NGOs, private sector and municipalities to ensure the coordination of SWM activities in all LCRP’s activities; Assist MoE in reviewing the technical feasibility and sustainability of on-going SWM activities and modalities for ensuring synergies and complementarities with other on-going initiatives; Assist MoE in preparing and reviewing tender documents, ToRs and project proposals for priority SWM activities; Review and provide technical feed-back on the SWM activities of the LCRP “Partners” specifically with regards to the implementation of assessments, surveys and other studies needed for sound implementation of SWM activities under the LCRP; Screen all LCRP SWM projects at planning level and propose needed measures to ensure their compliance with environmental regulations and their alignment with  national policies and plans; Attend and actively participate in technical meetings and provide technical support to all activities under the LCRP related to SWM activities in collaboration with all concerned ministries, municipalities, and UN agencies; Conduct training needs assessment related to SWM under LCRP and provide trainings on priority needs related to SWM including production of training material and other awareness raising tools. .

 Education: Master Degree in Environmental Engineering, Environmental Management or other closely related fields.
 Job Experience: Minimum of 7 years of relevant experience in the planning and implementing of SWM projects.
 Proven technical expertise in preparing tender documents, and supervision of SWM projects
 Experience with working Governments, NGOs, municipalities and UN agencies.
 Proficiency in standard Microsoft Office applications and relevant computer applications.
 Working experience with host governmental institutions.
 Fluent in Arabic and English. French is an asset.
