National Monitoring And Evaluation Coordinator

ACCOUNTABILITIES Line manager: Program Coordinator Line manager+1: Emergency Coordinator / Head of Mission Supervise: 2 M&E Manager and 4 M&E Assistants at base level (starting from August 2016) In direct cooperation with: Field Coordinators in Bekaa and North; Rehab and PSS Technical Advisors.   RESPONSIBILITIES Under the line management of the Program Coordinator, the position title is responsible for   •              Overall coordination of M&E Department at Beirut Level; •              Management, training and capacity reinforcement of the staff under your supervision; •              Provide accurate M&E reporting and presentations as requested by your line manager.   Objective 1: Lead M&E plan, tools and methodology development and provide grant proposals and reports with accurate and qualitative data Activities/Main duties: • Develop projects’ M&E work plan, including the harmonisation/standardisation of key indicators and data collection tools and methodologies, in collaboration with the technical and operations units; • Prepare performance monitoring and evaluation plans for the new projects and/or grant proposals, including the timelines, measurement tools, analysis and reporting protocols, products (e.g. monitoring survey, reports, etc.) and expected delivery; • Keep track of all projects and grants Monitoring and Evaluation schedules; • Facilitate and coordinate the collection of accurate and reliable data; • Ensure that results of the Monitoring activity is constructively fed back to Program teams; support them to document lessons learnt and good practices (e.g. Case studies) and their incorporation in current and new programs; • Contribute to grant proposals and donors’ reports writing and reviewing as needed for all information related to M&E in order to ensure that proposals, reports and any other project documents capture progress, effectiveness, and impact of activities; • Ensure that the current M&E plan is accurately followed by Program and M&E teams; review the monthly follow up of indicators for all the project (PM Box) accordingly; • Provide support to the program managers and coordinators to meet their specific M&E needs   Objective 2: Supervise and build on the capacity of M&E department Activities/Main duties : • Manage, follow up and supervise the work of the members of the M&E Department; • Develop training materials, organise workshops and associated activities for the capacity building of M&E staff; • Develop comprehensive M&E guidelines; • Undertake regular field visits to support the M&E teams in the implementation of their activities.   Objective 3: Data management, analysis and reporting Activities/Main duties • Overview  the current Information Management System, both at M&E and Program level, enabling systematic and efficient data collection and analysis; • Supervise the maintaining of Program and M&E databases to ensure all program outputs and results are accurately recorded and analyzed to inform programming; • Liaise with and support the Database Officers in Bekaa and North Lebanon when required • Oversee the timely submission of periodic M&E Reports as anticipated in the M&E work plan; • Report on regular basis to your line manager on progresses and challenges.   Objective 4: Coordination and representation Activities/Main duties: • Ensure a good communication/coordination with program and support departments; • Participate in coordination and information meetings of the technical and M&E working group when necessary.   QUALIFICATION/ REQUIREMENTS Background • Baccalaureate/University degree in social science, or any other relevant field • At least 3 years’ experience working for an NGO in an implementation team – 2 years’ experience in humanitarian projects’ Monitoring&Evaluation • Very good analytical and writing skills / High understanding of project cycle management / Good management capacities and team leadership spirit Languages: Fluent in Arabic and English (speaking/reading/writing) Computer skills: • Excellent knowledge of the MS office software (including Word, Excel, Power Point, Outlook) • (Desirable) Competence in using data analysis software (Sphinx, STATA, SPSS…) Personal qualities & soft skills: • Strong interpersonal and intercultural skills; Team management; Good knowledge of humanitarian actors and donors; Ability to work under high pressure with a great level of personal organization   JOB CONDITIONS Remuneration: according to HI salary grid Starting date:  01/07/2016 Duration/ Type of contract:  Fixed Term Contract till end of the project Social insurance: Covered by Handicap International
