Shelter Officer

Competencies Sound experience in site supervision in medium-scale infrastructure works, preferably in water supplies.  In-depth technical knowledge of procedures in infrastructural engineering, from design to execution, testing and take-over. Good knowledge of water, sanitation and civil technical engineering national standards and common practices in Lebanon. Ability to build strong, credible relationships with beneficiary groups, international and local NGOs, local authorities and communities. Excellent organizational skills, with ability to prioritize tasks and adjust to constantly changing situations while maintaining focus on delivery and follow-through. Excellent teamwork skills, in cooperation with members of other teams, responding quickly and accurately to queries and issues.   Commitment to CARE’s policies of promoting gender equity and diversity and the interests of marginalized people in all aspects of CARE’s network. Desirable Knowledge of the areas of intervention  Demonstrable experience in WASH and/or Shelter in international NGOs in Lebanon Previous experience in working with South Lebanon Water Establishment and good knowledge of their regulations and internal procedures Responsibility #1: Project Implementation Contribute to the overall project implementation as per national standards, donor agreement and CARE guidelines. Support the Project Manager, the WASH Coordinator and the Area Manager in the development of the project strategy/methodology. Follow up on the established work plan, in line with donor agreement and under the supervision of the project manager. Perform site supervision and inspection of the works during execution and at completion according to the established procedures, in collaboration with the Project Manager. As appropriate, participate in community consultations organized by the Community Mobilization Officer.    Responsibility #2 : Liaison   Liaise with partner groups or organizations and foster adequate community participation in the activities.  Liaise with other project departments and give support when needed. Liaise with external actors (local authorities, national/international NGOs, etc.) and ensure participation in inter-agency forums as appropriate.   Responsibility #3 : Logistic & administration Ensure the follow-up and the proper use of materials, tools and assets during the activities; Ensure compliance with CARE administrative and logistical procedures relevant to the activities (procurement, transport, etc.). Responsibility #4 : Reporting Collect all information and written/orally reports on the progress of the activities on a daily and weekly basis as per established reporting formats; Report immediately any delay, problem or other relevant information to the Project Manager.
