Lebanon Water Project (LWP)   Call for Resumes   Procurement Manager, Long Term Position   Background: The USAID-funded Lebanon Water Project (LWP) began on Sept. 30, 2015 and is a five-year project that works to increase reliable and sustainable access to potable water for Lebanese citizens; improve water management practices and enhance the efficiency and sustainability of public water utilities, while raising awareness on sustainable water use practices and promote better water governance to help assure long-term protection of Lebanon’s water resources.   General Objective: The Procurement Manager is responsible for ensuring that procurement of all goods and services are achieved in accordance with the LWP Task Order, aligned with project policies, performed in compliance with LWP policies and procedures, completed in a timely manner and that the related costs are aligned with the budget and estimates. S/He manages cradle-to-grave procurement processes for all program goods and services and ensures procurement processes are performed transparently in accordance with the LWP policy, procedures and ethical standards and that all actions are compliant with USAID and DAI policies.   Responsibilities: Manage all field-initiated procurements ensuring compliance with DAI policies and procedures as well as FAR and AIDAR regulations. Review specifications to ensure completeness and clarity and coordinate with operations and technical staff in an effective and efficient manner, Prepare and release solicitation documents, Manage appropriately processes and evaluations committees to ensure the soundness of selection recommendations and decisions. Utilize DAI’s management information system (TAMIS) for all procurement transactions and ensure required documentation is uploaded for all procurement records timely and completely. Perform periodic reviews of these same records to ensure that documentation is complete and accurate. Provide guidance and training to staff on the use of tools for tracking and forecasting procurement needs. Perform or Conduct Market Research and coordinate on selection of and potential pre-qualification of vendors and service providers. Review proposals, ensuring adequate competition has been achieved and that associated reasonability of cost, allowability and allocability are documented and achieved. Provide support and guidance on procurement procedures and actions to the Procurement Officer who reports directly to the Procurement Manager. Other duties as assigned.   Qualifications:   Bachelor’s degree in Business Administration or related field At least 5 years of relevant experience and progressive responsibility with USAID Implementing Partners on contracts, grants, and subcontracts at the mid-management level. Minimum 3 years’ management level experience in procurement. Ability to respond effectively to time sensitive demands and inquiries. Proficiency using Microsoft office suite and other relevant software. Demonstrated strong problem-solving skills as well as exceptional customer service relations (both internally & externally). Ability to demonstrate sound business judgment and contractual oversight Ability to manage and prioritize multiple concurrent bids and other procurement actions. Excellent communications and personnel management skills and ability to relate to people at all levels of an organization and of different multi-cultural backgrounds. Extremely well organized and self-directed individual with sound technical skills, and analytical ability. Exceptionally Detail Oriented.
