End of Project Evaluation - Terms of Reference
Purpose: End of Project Evaluation: “Providing immediate relief and protection to children and their families affected by the Syrian crisis in Lebanon”

Project Background
The project “Providing immediate relief and protection to children and their families affected by the Syrian crisis in Lebanon” is a project planned to address the immediate needs of the most vulnerable children and their families through the provision of an integrated package of Shelter, WASH assistance with main-streamed Child Protection. This project targeted the socio-economically vulnerable households living in the worst physical conditions within its geographic areas of implementation in Akkar and Bekaa. The activities utilized Save the Children's existing technical and operational capacity, and draw upon past experience and lessons learned to maximize efficiency, economy and effectiveness.
This multi-sector approach aimed at reducing health and protection vulnerabilities for households living in Sub-Standard Buildings and Informal Settlements through targeted and tailored assistance that:
- Increases physical protection from climatic exposure
- Increases security, privacy and dignity
- Increases access to safe water
- Increases access to improved sanitation facilities
- Increases knowledge of safe hygiene practices and water conservation and management
- Maintains capacity and flexibility to respond to a dynamic context and any rapid escalation of needs
Child Protection (CP) was integrated throughout all phases of the proposed activities. The main CP component included the strengthening of the field teams' capacity to identify and refer vulnerable children to the existing case management mechanism or service providers and those with specific needs to the appropriate specialized services. Child Protection staff ensured appropriate levels of follow up or opened case files when deemed necessary. The secondary CP component included running mobile Child Friendly Spaces during assessments and distributions.

Scope of Work
This End of project Evaluation aims at evaluating the project outcomes and impact, with a focus on understanding the outcomes for children in particular from interventions in Shelter and WASH with main-streamed Child Protection; at the household and /or community level. It will explore questions of the impact of the integrated approach and impact related to social cohesion. It will also aim at identifying implementation successes and challenges in order to draw lessons learnt and to provide recommendations and best practices for future programs.
It will tackle relevance, effectiveness, efficiency, impact, and sustainability of this intervention; will seek children’s participation in the evaluation process in compliance with SCL child safeguarding policies, and will include relevant gender and age groups
Note: Since this evaluation requires experience in different sectors: Wash, Shelter and Child protection, it is acceptable for SCL that the Consultant (s) or Consultancy firm opts to combine the efforts of more than one consultant to undertake this assignment with a lead consultant managing the assignment and holding the responsibility of liaising with SCL and accountable for timely implementation of the assignment and submission of the reports.

Outputs
The Consultant (s) or Consultancy firm will conduct an end of project evaluation.
Expected outputs:
The evaluation team will submit three reports and three presentations to the SCL Steering Committee:
- Inception report: The inception report will include a description of how data will be collected and a sampling framework, data sources, and drafts of suggested data collection tools such as questionnaires and interview guides. It should also include the draft of the final report outline (i.e. Table of Content).
- Draft report: A draft evaluation report will be submitted to SCL MEAL Director who will lead the revision process with the reference group and provide feedback within two weeks of receipt of the draft report. Quantitative and qualitative data collected and analysis developed should be annexed to the draft report.
- Final report: The Final Evaluation Report should include a two page executive summary that summarizes the key lessons learned, conclusions and recommendations. It should also include best practices case studies that can be shared with SCL technical and management staff. Quantitative and qualitative data collected and analysis developed should be annexed to the draft report.
Presentation of findings:
- At the end of the field work and after submission of the draft report, the evaluation team will present preliminary findings to validate and prioritize learning at the SCL Lebanon level
- After submission of the Final Evaluation Report, the evaluation team will provide a final presentation for relevant stakeholders
- One Skype call for the SC headquarters and other interested SC staff who may benefit from the learning with the lead Evaluator.

Essential Competencies required
- Master’s Degree in Social Studies from a reputable university
- Proven experience in Shelter and WASH program design, implementation and monitoring in Lebanon and in the rest of the MENA region
- Proven experience in child participatory evaluation approaches
- Proven experience in Child Protection programming
- Excellent written and spoken English language skills
- Evidence of experience in leading participative evaluations and designing evaluation tools
- Understanding of Lebanon social and political context
- Experience in study design (both quantitative and qualitative methodologies) and in assembling and managing field teams

Resources required to conduct the evaluation should be provided by Save the Children Lebanon as per Save the Children Lebanon guidelines. The consultant has to budget only the daily rate vs the days required to complete the assignment.

Upon expressing interest, the interested consultant or consultancy firm will receive the detailed TOR based on which they would submit their proposal. The proposal should include the methodology, the CV(s) of the consultant(s), and the respective rate per day.
