Deputy Area Manager - North Office

ROLE PURPOSE: The Deputy Area Manager Programmes is responsible for the coordination and implementation of all programmes in the North of Lebanon (Akkar and Tripoli +5). He/she will work closely with PMs and the MEAL department to ensure that programmes are implemented in a timely manner and ensure that any problems are flagged with the Area Manager. ____________________________________________________________________________________________________ SCOPE OF ROLE: Reports to:  Area Manager Reporting to: 4 x Programme Managers ____________________________________________________________________________________________________ KEY AREAS OF ACCOUNTABILITY: EXTERNAL REPRESENTATION/ COORDINATION Together with Area Manager, ensure strong coordination and maintain relationships with local levels of government, including municipality level, ministries (MEHE, MOSA, etc.). Attend Inter-Agency Coordination Meetings during absence of AM and ensure PMs are representing SC in Working Group and other forums. Together with Area Manager, lead on representation and negotiations with local donors, such as UNHCR, WFP and UNICEF. Together with Area manager and Program Managers, work with Country Office to plan and carry out official missions of media, donors, and SC Members. Support Program Managers in on-going engagement with municipalities and community leaders to ensure good coordination and community acceptance. Taking overall responsibility as Acting Area Manager during absence of Area Manager.   PROGRAMME IMPLEMENTATION Following the coordination and the implementation of programmes on a day to day basis. Support PMs in pre-award activities; lead the Project Lunch Meetings PLMs and ensure that Grant Action Plans GAPs are developed. Ensure that the GAPs are updated on a monthly basis and have accurate phased budgets. Lead the Award Review Meetings ARMs with PMs and AM to ensure quality & timely programmes implementation and identify needs for amendments. Support PMs in programmes implementation (time, target, budget management…), identifying integration opportunities and ensuring geographic convergence. Ensure adequate support provided from MEAL, PDQ, Cash Ops and partnership. Ensure that donor reporting deadlines are met; coordinate and review all donor reports before submitting to AM. Follow up with MEAL department and PMs to ensure the submission of monthly reports (IPPT, Activity Info).   PROGRAMME DEVELOPMENT Assist PMs to develop and review activities, including budgeting and log frames during the development of new proposals. Work with AM to support the development of Save the Children’s Area Strategy in Akkar by supporting PMs in the development of sector area plans. Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct and that sectors integration is taken into consideration in area planning. Together with AM, establish, implement, and oversee the Area Plans and contingency planning related to programmes.   PARTNERSHIP Participates in the Go/No-Go decision for new partnership. Support Program Managers in partnership management. Approves partners’ narrative and financial reports.   CAPACITY BUILDING Assisting Area manager with motivation of the area base staff to perform highly in their respective roles and responsibilities, ensuring staff welfare of themselves and the team. Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff. ____________________________________________________________________________________________________   QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES  Essential At least 5 years/substantial experience working with a humanitarian/ development organisation, including significant experience working at field level. University degree in related academic discipline or equivalent work experience. Skills and experience in project/programme implementation, monitoring, review and evaluation preferably from a child rights approach in accordance with the CRC and international humanitarian rights standards. Substantial people and programme management experience with good interpersonal skills and ability to communicate at all levels. Solid experience in grant management, including budget holding and donor reporting. Substantial understanding or proven experience of security management issues. Ability to produce high quality reports in English. Representational, political awareness and advocacy skills. Ability to work with limited supervision from line manager. Experience of working with partners and a participatory approach. Fluency in written and spoken Arabic and English and computer literate. Commitment to and understanding of SCI’s aims, values and principles.   The selection committee will review all applications as they are received.
