Local Security Assistant (Family Assistance Program)

Under the programmatic supervision of the Family Assistance Program (FAP) Project Coordinator and the administrative supervision of the Chief of Mission, the successful candidate will be based in Beirut and will provide increased security support specific to the FAP and, to extent possible, to the country office.   Core Functions / Responsibilities:   Primarily support the Field Security Officer (FSO) in all  operational security matters that impact IOM’s staff safety and security, IOM’s operations and programs in country.   Assist the FSO in collaboration and coordination with other international organizations and agencies and governmental institutions working in the security management field, to ensure that appropriate lines of communication are well maintained relating to all aspects of staff security and safety.   Under the guidance of the IOM FSO (or Regional Field Security Officer), verify FAP office, vehicles and international staff residences meet the existing security standards such as the Minimum Operating Security Standards (MOSS) and Residential Security Measures (RSM);   Assist the IOM FSO in conducting a Security Risk Assessment specific for the programme and office location prior the programme implementation and as necessary; Provide support to the FSO with investigations and incident reports as requested; Assist the IOM FSO in monitoring the work of the office security guards and ensure that policies and procedures are being followed; Act as the direct focal point for security guards and FSO in the assigned area; support security guards in solving problems and report any issues to FSO. Under the supervision of the IOM FSO, maintain and provide inputs for the development of a security plan. This includes, but not limited to: Building and fire evacuation plan, warden system, emergency communications tree, up-to-date staff list, emergency contact list, and other contingency plans; Assist the Project Coordinator, and in coordination with the IOM FSO, in developing Business Continuity Plan (BCP) specific for the programme; Ensure that all relevant programme personnel complete the mandatory security requirements. Identify the security trainings required and ensure that the IOM FSO is aware of these training requirements; When requested, liaise and coordinate with the security representatives of the host and other organizations on all matters related to the security of IOM Lebanon. In the absence of the IOM FSO, conduct a security briefing to all relevant programme personnel; Maintain the office emergency communications system; Assist the IOM FSO in supporting all matters pertaining to the safety and security of personnel, premises and assets; Responds to security queries and suggests appropriate course of action in coordination with the FSO (or R/FSO). Perform other safety and security-related duties as may be required.

• College degree in fields such as Security Management or other related disciplines and/or an equivalent combination of education, training and professional work experience in the field of safety and security is required;
• Knowledge of the UN Security Management System is an advantage;
Completion of UN Security Local Security Assistant course is an advantage.

Experience

• A minimum of 3 years of experience in a similar role and setting (or 5 years for candidates holding high school diploma);
• Demonstrated proficiency with Microsoft Office applications, including Excel, PowerPoint, Word and Publisher;
• Previous work experience in international organizations and service industry companies would be an advantage;
