The Danish Refugee Council has worked in Lebanon since September 2004, and the programs have followed the country’s needs and progress. The main focus of today’s efforts in Lebanon is to help the hundreds of thousands of Syrian refugees, who have fled across the border to find protection from the conflict in their homeland. DRC is simultaneously maintaining the efforts toward the vulnerable groups of Palestinian refugees in Lebanon. More than 200.000 Syrian refugees have received assistance from the Danish Refugee Council since the beginning of the crisis.

About the job
The main responsibility of the MEL Officer (CP/GBV) is to ensure the monitoring and evaluation plan and overall quality of the CP/GBV programme is adequately implemented in all DRC Lebanon areas of operation. The MEL Officer (CP/GBV) is responsible for overseeing the implementation of the protection MEL process in an efficient, timely and accurate manner. This includes:
• Supporting the development or revision of tools and rolling them out to field in the planning phase;
• Ensuring the appropriate use of these tools by the field and following-up on corrective measures during implementation and supporting the compilation and analysis for evaluation.
Duties
General Responsibilities
• The MEL Officer is responsible for providing direct support to the MEL Coordinator in Beirut, including contributing to the planning and implementing the DRC Lebanon MEL strategy – with a specific focus on CP/GBV programming;
• Act as a focal point for DRC Lebanon quantitative and qualitative monitoring throughout the project cycle, including undertaking regular field visits to support MEL CP/GBV activities
• As a member of the MEL team in Beirut, plan and implement the daily/weekly/monthly work plan;
• With support from the MEL Coordinator, ensure Area offices and implementing partners receive guidance, support, and training to strengthen MEL throughout all DRC CP/GBV projects.
About you
To be successful in this role you must have
• A Bachelor degree in social sciences, community or international development, public health, social work or similar.
• A minimum of two years experience in humanitarian and/or development work.
• At least one year experience in a MEL position.
• Training and capacity development experience.
• Experience in participatory assessments and monitoring, quantitative/qualitative data collection/processing, facilitation and interviews with groups and individuals.
• Familiarity with new technologies for data collection, including mobile data collection applications such as ODK or similar.
• Good contextual knowledge of Lebanon – including national/local issues, community priorities, social and cultural realities/constraints, and organizational relationships.
• Strong IT skills – particularly with Microsoft Office suite (good Excel skills essential);
• An excellent sense of humour, patience, and great attitude is absolutely essential to the position.
Ideally you will also have
• A Masters degree in social sciences, community or international development, public health, social work or similar.
• Experience working with children monitoring and evaluation, experience working in Protection, including knowledge of basic principles in Child Protection and GBV
We offer
An interesting job in one of the world’s best NGOs. DRC will offer the successful applicant a 6 month contract, renewable dependent on both funding and performance. You must be available to start work from May 2016 and be willing and able to work in Beirut with regular trips to the field.
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National staff. This position will be placed at level C1, equivalent to 1700 USD per month.
