Assistant Donor Reporting Officer (Gulf) – Noa – P.n. 10023301- Beirut

      With the Syrian crisis entering its sixth year, UNHCR needs to continue to broaden its donor base to work towards meeting the needs of Syrian refugees and vulnerable Lebanese host communities. At the same time, the crisis presents an opportunity for UNHCR to cultivate relations with GCC countries. Over the last two years, UNHCR’s work with GCC countries (Embassies, NGOs, and private sector) has yielded concrete results for the operation in Lebanon. For instance, GCC countries contributed some $60 million to UNHCR in Lebanon in 2014 and some continued to feature among the top 5 donors in 2015. The Assistant Donor Reporting Officer (GCC donors) will be responsible for managing the relationship with GCC partners based in Lebanon, working closely with the Interagency coordination unit and field offices. He/she will also liaise with relevant colleagues in the region and HQ Accountability (key results that will be achieved) - UNHCR's fundraising effort with the GCC countries is sustained or increased.     - GCC countries understanding of UNHCR’s work is enhanced and vice-versa. Responsibility (process and functions undertaken to achieve results)   - Draft project proposals and reports for donors.   - Work closely with units and field offices to ensure that project implementation is on track.       - Provide timely information and updates on the refugee situation to donor focal points in the Gulf and in Geneva.   - Work to increase GCC engagement and participation in UNHCR events.           - Maintain an overview of on-going and planned projects funded by the GCC to share with management and relevant offices.   - Ensure acknowledgement and visibility of GCC donors through web stories, photo stories, social media.   - Perform other duties as requested.       Authority (decisions made in executing responsibilities and to achieve results)   - Advise the External Relations Officer (and senior management) on developments related to GCC entities.   - Liaise with GCC entities.

2.4 ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED. Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
- University degree in Political or Social Sciences, International Relations, Journalism, Communication or other related fields.
- Minimum 2 years of relevant work experience. Experience in project management, including in writing project reports.
- Good knowledge of refugee context, Lebanese local context as well as adequate knowledge of the political and cultural backgrounds of GCC countries.
- Ability to work under pressure and tight deadlines. Proven inter-personal and negotiating skills.
- Ability to organise and conduct briefings and presentations in Arabic and English.
- Fluency in Arabic language skills (written and spoken) and excellent analytical capacity in English (written and spoken).

*** For National Officer positions, very good knowledge of local language and local institutions is essential.


2.5 DESIRABLE QUALIFICATIONS & COMPETENCIES. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.
