Première Urgence – Aide Médicale Internationale is a not-for-profit, non-political and non-religious NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. PU-AMI’s involvement in the Syrian Crisis is strong, with a wide range of programs implemented in most of the countries affected by the conflict.   PU-AMI’s main objective in Lebanon for the years 2015/2016 is to provide a protection-based holistic response, covering the basic needs of refugees and host communities in Beirut, Saida, Mount Lebanon and Akkar districts.   A multi-sectorial portfolio of activities (Psychosocial, Education, Health, WASH, Food Security, Infrastructure, Shelter Rehabilitation and IS/CS Management - Protection) is addressing refugees and host population’s vulnerabilities, by enabling individuals and communities to achieve respect for rights in safety and dignity.   PU-AMI is also seeking more sustainable and cost-efficient modalities of implementation, mainly by building partnerships with local organizations and existing public entities, which will contribute to bridge the humanitarian assistance delivered to refugees with specific community support projects, in order to strengthen the social cohesion between communities.   Consequently, PU-AMI’s 2015-2016 Country Strategy is based on 2 programs: -        A Humanitarian Assistance Program: providing a protection-based humanitarian material assistance and services to the most vulnerable refugees and people affected by the Syrian Crisis. -        A Resilience Program: developing and strengthening community-level infrastructures as well as supporting household-level economic empowerment and well-being, with regards to specific poor and vulnerable groups, including women and people with disabilities.   POSITION GENERAL INFORMATION   Position: Public infrastructure Foreman Component: Infrastructure Based in: Halba / Akkar with frequent travel within the Northern Governorate   Supervision   Under the direct supervision of:             Infrastructure Technical Advisor Under the indirect supervision of:         Infrastructure Project Manager Supervision of  :                                               Field workers, Daily workers Under the overall supervision of:           Field Coordinator OVERALL MISSION   General objective   The Infrastructure Field Officer is working on Infrastructure activities, including but not limited to construction and rehabilitation of Infrastructures, in the framework of PU-AMI’s Emergency Response and Development Program in Lebanon. The Infrastructure Field Officer works in close collaboration with team members of the Infrastructure and other departments, under the supervision of the Infrastructure Technical Advisor, He/she contributes to smooth and timely implementation of activities in the field with particular follows up the field workers, machines and delivery of raw materials. He/she conducts surveys and technical assessments (BOQ), collecting and processing of information. The Infrastructure Field Officer spends most of his/her time in the field and is in regular and direct contact with infrastructure teams (PU-AMI field workers and daily workers).   The main activities of PU-AMI infrastructure team for the School rehabilitation: Electricity system work Windows and doors installation Reinforced concrete works (manholes, pavements…) Masonry works (foundation, block wall, lintel…) Plumbing works (installation of plumbing accessories, such as valves, air valves, washout…)   Responsibilities and tasks   Infrastructures Activities field supervision -       Under the supervision of the Technical Advisor, ensure the management and the productivity on site of the daily workers, field workers and any potential contractors, as well as the machines rental and use -       Closely follow up on the different field activities regarding the agreed planning, guideline, and required quality and progress of the works -       Ensure that all activities and workers under your supervision are following the rules to ensure security on-site -       Ensure compliance with PU-AMI’s strategies and methodologies at field level -       Participate actively and constructively in the meetings at field level   Technical evaluation of activities -       Provide technical advice and contribute to the general improvement of activities, through a continuous presence on the field during the implementation of the works (Daily basis) -       Ensure the most efficient use of the machines and equipment on the site (Excavator, loader, compressor, concrete, mixer, etc.) -       Ensure the total respect of the technical design in coordination with the Technical Advisor, according to the plans and the BoQs -       Ensure productivity of on-site workers     Community mobilization -         Contribute to the field communication between PU-AMI, the Communities and the Authorities regarding the implementation of the Infrastructure activities -         Ensure the acceptance of the infrastructure activities through the community mobilization mechanism: awareness sessions, leaflets, meetings, door to door information sharing and volunteer mobilization   Reporting -       Collect all information and ensure written/oral reports on the progress of Infrastructure activities on a daily basis -       Report without any delay, any problem or other relevant information to the Infrastructure Technical Advisor   The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.   QUALIFICATIONS   Mandatory requirements   Work experience: Previous experience in supervision of infrastructure field work implementation, especially in public infrastructure Language Skills: Arabic, English Other requirements -          Technical skills on infrastructure implementation project -          Experience in  worker management on site -          Valid driving license (1 year minimum) -          Demonstrated willingness to improve own knowledge and skills by participating actively in any training sessions and capacity building activities -          Excellent geographical knowledge of the area of work -          Willingness and ability to travel within the area of work -          Capacity and experience in working in unsafe environments (including close to the border area)   Assets   Interests -          General interest in Humanitarian Relief Work and social issues General skills -          Knowledge of Infrastructure issues and construction works -          Excellent communication and diplomacy skills -          Ability to manage relationships in potentially tense situations -          Strong motivation to help people in need -          Ability to analyze and suggest improvement -          Well organized and hard worker -          Ability to manage stress and pressure -          Neutral
