Referrals And Protection M&e Officer

Job Overview/Summary: Under the direct supervision of the Protection Manager (Livelihoods) and the Protection Manager (Mount Lebanon), the Referrals and Protection M&E Officer will be responsible for coordinating with Livelihoods Center and Protection team staff to disseminate up-to-date and accurate information on available services by sector and location (including how to access them and eligibility criteria), and to conduct referrals. The Referral and M&E Officer will also take the lead in mapping and verifying referral pathways, in order to ensure that accurate information is available for dissemination through information sessions, to meet the specific needs of various refugee and host community groups, through coordination with Protection Training Officers. The Referral and M&E Officer will identify and address training needs of IRC teams at the Livelihood Center, related to the safe identification and referral of cases across all sectors and will provide updates about changes in eligibility criteria and/or service provider areas of coverage, as required. In light of this, he/she will also be responsible for documenting the referrals conducted, as well as their follow up, using the tailored IRC JIRA tracking system.  Major Responsibilities: In coordination with protection teams in the same geographical area, as well as Livelihood Center staff, network with service providers in order to map, verify and update referral pathways for Syrian, Iraqi, Palestinian and other refugee groups, and vulnerable Lebanese; Highlight referral pathways that are not functioning effectively and proactively conduct outreach with unresponsive receiving agencies in order to understand and address referral bottlenecks and barriers; Make referrals to relevant service providers including the UNHCR through standardized referral system and conduct regular follow-up with service providers on referred cases; Maintain complete, accurate and up to date documentations of all referrals conducted, and follow up actions, in the IRC JIRA referral tracking system; Conduct field-level advocacy to local service providers regarding protection concerns in coordination with the Protection and ERD staff based at the Livelihoods Center and the Mount Lebanon Protection Team; Identify and respond to information or training gaps among Livelihood Center staff related to the safe identification and implementation of referrals, under the supervision of the Protection Manager (Livelihoods); Ensure up to date and accurate information about available services and self-referral pathways is available on online platforms accessible to refugees, and support collection/transfer and report backs of feedback about service providers with refugee and host community service users when required; Support implementation of short-term outcomes follow up assessments with emergency cash cases and verify referral needs/responses for those cases, as required; Produce brief analyses of the emergency cash short-term outcomes follow up assessments on a quarterly basis using the established template; Produce brief analyses of referral outcomes, frequency and success rates on a quarterly basis; and, Perform other duties, as needed or requested by the supervisor. Key Working Relationships: Position Reports to:  Protection Manager (Livelihoods) and Protection Manager (Mount Lebanon) Position directly supervises:  NA Indirect Reporting:  NA Other Internal and/or external contacts: Internal:  Emergency Cash Officer (Dekweneh); Protection Training Officer (Dekweneh); Legal Officer (Dekweneh); Cash for work team (Dekweneh); Livelihoods team (Dekweneh), Private Sector team, M&E team External:  Service providers and UNHCR focal points, in collaboration with the Protection Manager (Livelihoods) and the Protection Manager (Mount Lebanon). Job Requirements: At least two years of prior professional experience in a similar post, preferably with an international organization; Good protection background and knowledge of refugee context; Excellent organizational and time management skills and ability to meet strict deadlines; Good communication skills including ability to gain trust and build relationships with new communities; Experience in public speaking and presentation skills; Excellent English language skills, oral and written; Fluency in Microsoft office, experience in document design and layout; Knowledge of IRC’s JIRA referral tracking system; Good interpersonal skills and ability to work as part of a team, as well as independently; and, Flexible and able to work in a dynamic and diverse environment. Working Environment:  Standard office work environment and IRC assets will include; internet connection, electricity, personal laptop and work phone.
