Funding for this position is planned but not yet approved by the donor. The hiring will be finalized only after receiving the donor's approval.
MAIN RESPONSIBILITIES
Under the supervision of the Head of Project, the Deputy Head of Project is in charge of the implementation of all WaSH activities for a given donor in a given geographic area, including staff management and liaison with other departments and sometimes external stakeholders. He/She will also take part in reporting and in the development of new WaSH projects.
KNOWLEDGE, EXPERIENCE AND SKILLS
Degree in water sanitation engineering, public health or related
Knowledge in WaSH intervention (essential)
Minimum 3 years experience in NGO project management
WaSH experience in an emergency or post-conflict setting with a good understanding of water, sanitation and/or solid waste management and hygiene promotion
Excellent people skills and the ability to work collectively with people from all background
Ability to self-motivate and work autonomously within the scope of the role
Fluent in Arabic and excellent English
Computer skills : Microsoft Office, especially Excel and Powerpoint
DETAILED OBJECTIVES AND TASKS
Objective 1 : Within the geographical area of responsibilities, manage all aspects of the WaSH program intervention (Project Cycle Management)
In collaboration with the HoP, understand and implement the donor requirements for each location
Prepare procurement requests for regular requirements of materials for distribution to beneficiaries, get them approved by the HoP, send them to logistics and follow up on them to ensure timely reception of goods of adequate quantity and quality.
Supervise WaSH activities in the area
Ensure the services delivered to all beneficiary households are of correct level. These services include water trucking, desludging, solid waste collection, amongst other WaSH interventions
Ensure that the beneficiary communities receive effective hygiene promotion and behavioural change communication to support and reinforce good hygiene practices
Be aware of budget implications of activities in the geographical area of responsibility and work with HoP to ensure budget compliance
Follow up the budget process related to procurements monthly with the logistic and administration departments
Prepare the monthly Activity Progress Report (APR)
In collaboration with HoP, ensure the donor budgets are used for the correct activities and locations.
Objective 2 : Within the geographical area of responsibilities, manage the team who implements the project
Directly line manage the Field Supervisors in the area, and undirectly manage the WaSH Field Officers and Community Mobilizers in the area
Support the staff in planning and implementing the project
Identify training and capacity building needs and opportunities and make relevant recommandations
Train and mentor staff as needed
Maintain good motivation and discipline in the team
Objective 3 : Develop material and work methodology
Review the needs and opportunities for enhanced working methods for distribution of all WaSH items. Make recommendation to HoP taking in consideration the real budgets
Review the needs and opportunities for service provision of water supply, waste water and solid waste removal. Make recommendation to HoP taking in consideration the real budgets
Review the impact of the hygiene promotion and behavioural chancge activities. Identify enhanced materials and ways of working to increase the impact. Make recommendation to HoP taking in consideration the real budgets
Objective 4 : Reporting
Make regular written, data and verbal report to HoP on project implementation, donors and working groups when required
Review regularly the written, data and verbal reports of the Supervisors
Contribute to donor reporting and formal internal/external reporting as requested.
Objective 5 : Support the developpment of new program methodologies and proposal for donors
Upon request from the HoP, support the development of new project proposals and program concept and activities
Review the technics and approach used for behavioural change communication. With the WaSH team identify technics that can be used to improve the quality of the communication and the opportunity for changes of behaviour.
Objective 6 : Take part in the coordination of stakeholders
Upon request, participate in meetings with the relevant stakeholders of the WaSH sector
Represent ACF in working groups, discussion fora and Inter-agency coordination meetings as required
Objective 7 : Others
To ensure full accountability of all aspects of project implementation and full communication with stakeholders
Support the Monitoring, Evaluation, Accountability and Learning unit to regularly monitor all aspects of the programme. Support the opportunities for program and staff learning from this monitoring.
Objective 8 : Security
Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols
Communicate to the security managers of the working location any security related information or non-compliance with the security plan
Objective 9 : Support to ACF humanitarian goals
Support emergency interventions, as per the employee's capacities
Support any activity that helps achieving ACF humanitarian goals, as per the employee's capacities
