1. Programme Background
Oxfam’s Regional Gender Justice Programme (RGJP) was established in 2009 to promote gender equality in the Middle East and North Africa region. The RGJP aims at supporting women, in particular poor women, to realize and voice their rights, enjoy a life free from violence with mechanisms for social and legal protection, and become equal contributors in the development of their respective communities, hence breaking the cycle of violence and exclusion. In its work, the RGJP links direct assistance to poor women with national, regional and global advocacy and campaigning work. Advocacy work at the RGJP is informed by research. The RGJP has 39 partners in the region – this partnership-based approach acknowledges the added value contributed by national partners, and promotes trust and mutual support.

The RJGP works in the MENA region with various partners including local NGOs, CSOs and WROs and networks (around 37 partnering organizations, regional and based in Lebanon, Iraq, Morocco, Occupied Palestinian Territories, Jordan, Tunisia, Yemen and Egypt) in addition to academic institutions like the American University of Beirut. These partners have a variety of levels in terms of their access to media, capabilities to advocate and influencing in their communities and regions and social media presence online. The role of mutual capacity building between Oxfam and our partners is vital in this sense.
2. Purpose of the job:
The Region Gender Justice Programme is looking for a web developer to design and develop the programme’s website. The website will be bilingual (Arabic & English), and built on Wordpress Content Management System (CMS). It will display information as well as resources about RGJP and its projects, among other materials.

HOSTING AND DOMAIN NAME
Hosting
The website should be hosted on a cloud hosting / dedicated server with these minimum technical specifications (RAM: 4GB, CPU: 2 Core, Storage: 128 GB, Transfer: 6 TB, Network In: 40 Gbps, Network Out: 1 Gbps and a single private IP address). The server should support backup and meet the standard computer security requirements from attacks and exploits. Oxfam has root/administrative access to this hosting.
Domain Name
The website should be registered with a separate Domain Name, where Oxfam holds administrator access to it. The domain should be registered for at least two years.
Firewall
One of the security layers for the server should be a Cloud-based firewall service to protect it from external intrusions and DDOS attacks.

4. Tasks
Under the direct supervision of RGJP Influencing Team, the web developer will be required to;
a) Present an initial information design map of the content and pages for approval
b) Present a layout design of the different pages and sections of the website (front end and back end) meeting Oxfam website and branding guidelines
c) Produce beta version of the website for comments
d) Perform testing (including backups) and edits on the beta version of the website
e) Finalize the website and upload online
f) Produce users’ manual and provide training for staff

6. Outputs
Expected outputs include:
Information design of the website in text file or diagram
3 different layout design of the web pages consisting the site, including blocks, colors, CSS,.. including front end and back end in illustrator or JPG file format
Beta version of the website for approval and feedback
Finalized, running version of the website
Users’ manual and guides
Provide post production updates, fixes and maintaining of the website and web server
7.Oxfam support:
Oxfam will facilitate access to premises and information as needed. Oxfam will provide relevant information on its projects (AMAL, Lana, and WAJ) as well as the Transformative Leadership for Women’s Rights approach and brief note on Women, Peace and Security.
8. Copyrights
All the produced content will be copyrighted to Oxfam and any violation of copyright law will be pursued appropriately.
9. Required Experience (firms/team members/individuals)
Experience
- A minimum of 5 years of experience working in Wordpress development and design, coding and development, and database development in addition to web server administration, securing and backing up.
- Experience in using current web standards (CSS, HTML5…)
- Extensive experience in developing websites for international development organizations with the aim of reaching both local and international audiences.
- Additional experience Information and Communications Technologies for development will be an asset.
Language Requirements:
- Team members to have fluency in Arabic and English
Desirable skills:
- Previous experience of working with Oxfam, NGOs and INGOs.
- Ability to work in close coordination with other team members.
10.Reporting lines /coordination
The coordination will be directly with RGJP’s Media and Communications Officer.
