Information Management Manager

ROLE PURPOSE: The Information Management Manager will provide Strategic leadership in developing the Information Management Framework to ensure effective management of the LCC beneficiary caseload, including managing the card loading process, leading on card management, providing regular data reports, mainstreaming data protection practices, external representation where necessary, extracting data from LCC and partner databases for use in analysis and mapping and supporting other units within the LCC in information management, such as the Technical management group and MEAL group.  S/he will accomplish this through leading the development and implementation of an integrated information management system for the Lebanon Cash Consortium, focusing on providing quality information management services and delivering reliable, accessible and user-friendly, relevant, predictable, appropriate and timely delivery of information. This includes the development, establishment and integration of common data standards for the consortium. SCOPE OF ROLE: Reports to: Chief of Party – Lebanon Cash Consortium KEY AREAS OF ACCOUNTABILITY: Strategy: Provides strategic vision and operational leadership for all consortium data management activities, including databases, ETL (Extract, Transform, Load), and business intelligence; Ensures the implementation of harmonized tools for reporting and reconciliation to ensure standardization and centralized capacity for data management, analysis and reporting; Determine long-term consortium data and data management needs and develop overall strategy for data, tools, and related services; Develop LCC Data Protection policies/Standard Operating Procedures and ensure they are adhered to throughout the consortium; Management: Work with all consortium partners to ensure data management is properly planned, resourced, and managed; Implement operational processes and controls to help insure that data management services are of the highest quality by providing appropriate support to partners; Promote data and information sharing within the inter-agency community and maintain data and information-sharing relationships with appropriate working groups and other agencies as appropriate, e.g. UNHCR, WFP; Provide capacity building where needed to consortium partner agencies to ensure compliance with minimum standards and SOPs. Manage the flow of beneficiary information throughout the process of card loading. Coordination: Manage and coordinate IM processes through the LCC Technical Management Group, MEAL Group and where necessary provide data to the Communications Group; Coordinate with other consortium agencies to ensure timely sharing of data by each agency; Establish strong regular coordination at central level with non-consortium agencies where required for data management, particularly UNHCR and WFP; Produce regular consortium wide IM reports reporting on LCC indicators and processes and ad hoc reports where appropriate; Chair any Information Management related meetings within the LCC; Assist in the recruitment, training and on-going support of data collectors and data entry personnel, where appropriate. QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES Essential 3-4 years of experience working in progressively more senior roles within the technical area; University degree in computer sciences, development, information technology, or other relevant areas. Ability to manage time, stay organized, and track his/her own work; Proactive and flexible problem-solver; Innovative, with demonstrable examples of leadership and initiative; Ability to work independently under minimum supervision; Ability to stay calm and work effectively in tense situations and under pressure, and in a multicultural environment; Takes initiative to move outside the office and meet suppliers; Fluency in written and spoken English and Arabic; Strong sense of integrity; Understanding and commitment to humanitarian principles; Significant experience of developing an information management system or undertaking a related role in a humanitarian or development context; Experience with data protection standards and practices; Ability to understand programmatic needs and identify the appropriate information and datasets needed;  Ability to formulate Information Management-related technical requirements and standard operating procedures; Advanced knowledge in data management and information management systems: (Access, SQL, CKAN); Desired Previous experience working for NGOs. Experience of cash transfer programming; Experience working in consortium or with partners.
