Cash Program Mananger

Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is an apolitical neutral organization whose objective is to provide immediate and long-term support to vulnerable population affected by natural disasters, armed conflicts and other types of crisis. SIF has been present in Lebanon since 2012, implementing projects through National partner aiming at distributing assistance to the Syrian refugee populations affected by the conflict in Syria. This program allowed SIF contributing to the improvement of the well-being of the children and their families. In response to the current crisis in Syria, and the growing numbers of refugees coming to Lebanon, SIF is expending its humanitarian response and will scale-up its emergency support to Syrian refugees and affected population. In view of SIF operation scale up SIF is currently recruiting a Project Manager to begin immediately. The PM will be based in Beirut with daily visit in Mount Lebanon, but will support SIF’s main office in Beirut. Furthermore, the PM will be in contact with other SIF members to harmonize and share tools as well as lessons learnt. The PM is part of the Syrian Refugee Support Program team of SIF-Lebanon and will be under the line management of the Program Coordinator. MISSION CONTEXT SIF project with the provision of basic assistance and the promotion of social protection mechanisms aim to prevent economically vulnerable households from slipping deeper into poverty. The proposed project will be implemented based on a coordinated approach between SIF and other operational actors. This action will build on SIF's extensive knowledge and experience of the context in order to ease the acceptance of its program while building the capacity of local community. SIF is providing information on available services in the area of intervention through its dedicated referral focal points and dissemination of leaflets, including on legal awareness, birth and marriage certification, health services. Through an external referral mechanism, SIF in coordination with other actors in the area of intervention and in collaboration with the SDC, will provide psycho-social support, medical and legal services as well as other services available in the area. JOB PURPOSE: The PM is responsible for the planning, implementation and reporting of SIF’s Cash activities in Mount Lebanon. The PM will refer, support and advise the Program Coordinator on the global development of the Cash program and ensure coordination externally in the BAWG and internally with SIF team. He ebsure the planning, monitoring and management of all Cash program activities. This will involve working closely with SIF’s Social Workers, Intaker and Database officer to ensure timely and effective monitoring and evaluation of all Cash activities and their impact. The PM will be responsible for day-to-day program implementation, effectively and efficiently achieves its objectives in accordance with SIF and DONOR’S  guidelines and principles. KEY DUTIES: • Develop detailed activity work plans in line with the Cash program objectives, ensuring that those activity plans are implemented and any expected delays or modifications are communicated and raised in a timely manner with the Program Coordinator. • Oversee and ensure the delivery of the Cash program, in terms of outputs against activity plans and take all-necessary action, in association with the Program Coordinator to ensure the program achieves its objectives within the allotted time and budget and to quality; • Travel frequently to program locations to directly monitor Cash program activities, ensuring clear feedback is provided to field staff and / or partners on necessary changes or improvements required to ensure project activities meet stated objectives and deliver maximum benefit to targeted beneficiaries; • Set up and lead coordination with government authorities and persons of concern, including development of strategies and action plans; Ensure that beneficiaries, local authorities and local staff are represented in program planning and evaluation; • Liaise with the Program Coordinator and Finance departments to ensure smooth implementation of SIF’s system as per SIF requirements and policies; • Coordinate with the Social Workers team and Intaker to ensure the development and implementation of activities; • Ensure appropriate M&E and program management tools and systems as well as on-going community feedback mechanisms in coordination with the database officer; • Improve the quality of services provided through support and supervision of key staff, analysis and dissemination of M&E data and lessons learnt, and review of SIF and other best practice guidelines; • Identify staff and partner capacity building requirements and work with the Program Coordinator to design and deliver effective training, mentoring and other activities to address identified capacity gaps; • Direct management of SIF  staff assigned to the Cash program, ensuring that all staff have clearly defined job descriptions, work plans and understand their responsibilities; • Ensure appropriate HR planning, training and resource allocation as required for the successful implementation of program objectives; • Work closely with Program Coordinator, Logistics officer and the Finance team to ensure continuous oversight and involvement at all stages of the program cycle; • Ensure adherence to the financial guidelines as per the SIF and DONOR’S  Guidelines;ensure compliance against all donor requirements, including timely quality reporting, as applicable to the project; • Ensure coordination with other SIF Project Manager and set strategies and operational measures to effectively respond to BA requirements •Develop BA procedures and programs, update the existing guidelines regularly. Monitor and review the implementation of the relevant policies and documentation and procedures to ensure they are adhered to, remain current and fit for purpose •Write proposals for BA; Undertake situation analyses and needs assessments •Develop monitoring and reporting mechanisms on a variety of levels e.g. formal data collection for advocacy, qualitative measures for program development, information for donor reports, etc. •Make frequent field visits to affected areas to monitor implementation of activities, identify opportunities and constraints and any adjustments needed including additional staffing or staff training. Hold planning and progress review meetings with government counterparts and other relevant partners •Liaise with other agencies, NGOs, government bodies and donors to ensure coordination, implementation of common standards in the field and consideration of protection issues in assistance programs. •Other related tasks at the request of the Head of Mission. REPRESENTATION Represent SIF vis-à-vis local authorities in the area of intervention, for all issues linked to the program in coordination with the Head of Mission and Program Coordinator; Represent SIF in the Basic Assistance working group, (Mount lebanon and national level) Participate actively to program coordination and to relevant meetings on the topic;   TEAM MANAGEMENT Ensure feed back towards your team about issues potentially raised by them and in the field; Ensure a good communication – coordination – information level of each member of your team through regular coordination meetings (or other if needed); You ensure conflict resolution (personal and professional) within your team and inform the Program coordinator; Ensure the needed capacity building of your team, with resources available internally REPORTING Reports directly to SIF’s Beirut Office, to the Program coordinator. S/he will submit the following reports at the end of each week: Centralize all information gathered in the field and consolidate a Monthlyreport (into the proper reporting format) to be delivered to the program coordinator; The Narrative Report which includes: the number of beneficiaries, actions taken, number of house-visits conducted, awareness raising activities, number of people attending the session with breakdown per age group and gender; should also include charts, trend analysis and solution Provide regular reporting on your activities and Weekly update – numbers of beneficiaries and households visited segregated by age, gender,  needs and vulnerability (i.e. living in very poor conditions and other to the Head of Mission and Program Coordinator upon his/her solicitation ETHIC AND PROFESSIONAL PRACTICE Always respect of beneficiaries’ confidentiality Respect and promote SIF’s Policies and report to your line manager any non-respect of SIF’s policies amongst the teams or partners. Address needs and requests in a professional way. Report any incident or act that causes any harm to beneficiary or to others. Always interact with children with the presence of their parents or caregivers Always respect a refusal of treatment. PERSON QUALIFICATIONS Bachelor’s degree in relevant field (social science, business economics, information management, project management, etc.) Awareness of Human Rights and Refugee International Laws Experience in proposal writing Knowledge of issues relating to refugee women, gender, humanitarian and development issues, and protection response Demonstrated leadership, Results Based Management, including monitoring and reporting, linking protection programs and budgets, as well as database management Excellent written and oral communication skills. Experience in consultation and liaison with government and non-governmental officials. Strong organizational and work planning skills, and the ability to work in a high volume work environment. Able to establish and maintain effective working relations with people of different cultural backgrounds. Strong cross-cultural communication and resilience skills are very important. Able to work effectively in a multi-cultural environment Sets high levels of quality and productivity for self Sets clearly defined objectives and plans activities for self, own team or department Experience within another INGO desired, but not mandatory Excellent command of English and Arabic (speaking and writing), French an asset Confident and proficient in the use of MS Office, especially Excel and Word Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in environment with tight deadlines Experience of proactively identifying and addressing issues, proven problem solving and organizational skills.
