Sub-Senior Protection Officer - Mount Lebanon

Job Overview/Summary: Under the direct supervision of the Protection & Information Manager (Mount Lebanon), the Sub-Senior Protection Officer will support implementation of IRC’s protection monitoring and information dissemination programming in Beirut/Mount Lebanon. Protection monitoring and information dissemination activities will lead to 1) shared understanding of the protection environment among different actors; and 2) enhanced awareness of services and assistance among the refugee community. Together, these goals support improved outcomes for vulnerable members of the refugee and host communities, as well as the maintenance of humanitarian access for international and local actors. The Sub-Senior Protection Officer will work in coordination with the Information Officer and Reporting Officer to enhance targeting of IRC resources and contribute to analysis of protection concerns. S/he will also contribute to accurate and comprehensive weekly reporting of protection monitoring.    Major Responsibilities: Major responsibilities of Senior Protection Officer (not exhaustive) are listed below: Provide direct supervision and support to no more than three mobile protection teams, including: Support to scheduling of, and participation in, monitoring missions and community based protection activities; Regular review of data collected by the teams; Development of individual work plans, ensuring best practice standards are met as well as the development of professional development plans for staff; Regular review and follow up of action points for monitoring and community based protection activities; and, Support mobile teams’ field access by meeting with relevant stakeholders and local authorities as required, in collaboration with the Protection & Information Manager (Mount Lebanon). Contribute to reporting on protection trends from the field on a regular basis. Develop and deliver trainings for staff on protection monitoring, with the support of the Protection & Information Manager (Mount Lebanon).  Develop and maintain effective working relationships with other INGO, UNHCR, government authorities, and other key stakeholders to ensure active coordination, collaboration, and information dissemination. Undertake other tasks as requested by the Protection and Information Manager.   Key Working Relationships: Position Reports to:  Protection & Information Manager (Mount Lebanon) Position directly supervises:  Protection Monitors (maximum 6) Indirect Reporting:  NA Other Internal and/or external contacts: Internal: Information Officer (Mount Lebanon); Reporting Officer (Mount Lebanon); Security Focal Point (Mount Lebanon)            External:  Local authorities (always in collaboration with the Protection Manager (Mount Lebanon))   Job Requirements: Education: Bachelor degree, preferably in law, social sciences, social work, sociology, anthropology, political science or journalism (but other specialties are not excluded). Work Experience: At least three years’ experience in an NGO, preferably in social work or sociological research. Experience working for an international organization is preferred.  Strong protection background and knowledge of refugee context, as well as demonstrated ability to identify and refer vulnerable cases, is desirable. Previous management experience is strongly preferred. Experience in regular report writing. Demonstrated Skills and Competencies: Belief in human rights including gender equality. Good communication skills including ability to gain trust and build relationships with new communities. Basic computer skills including Microsoft Word and excel. Good interpersonal skills and ability to work as part of a team, as well as independently. Flexible and able to work in a dynamic and diverse environment. Excellent attention to detail. Capacity building and team building/motivational skills. Language Skills:  High standard of spoken and written Arabic and English, ability to translate desirable.   Working Environment:  Standard office environment with regular travel to the field.
