MAIN RESPONSIBILITIES
In accordance with established Agency policy and procedures, and under the guidance of the Chief Infrastructure and Camp Improvement Programme, the incumbent will:
Collect, detail and evaluate existing and new GIS data available within UNRWA;
Collect, detail and evaluate existing and new GIS data available within UN agencies;
Collect, detail and evaluate existing and new GIS data available within Ministry of Energy/Water and Ministry of Environment;
Map the GIS sector and identify potential relevant partners to UNRWA EH strategy;
Map all water sector data collected and received from the EHD team, in close collaboration with the Hydrogeologist;
Map all waste sector data collected and received from the EHD team, in close collaboration with the Solid waste specialist;
Map all other sectors data (energy, air, soil/land, climate) collected and received from the EHD team, in close collaboration with the environmentalist specialist;
Produce a map for each of the 12 Palestine refugee camps in Lebanon with all water, sanitation and other sectors data, organized as shape files according to the Arc GIS software used by UNRWA with computability to other UN and Governmental tools and softwares;
Develop the existing GIS tool (ArcView) within the FICIP according to UNRWA guidelines and adapted to the EH Strategy;
Develop simple Google Earth tool for communication and sensitization purposes of non-specialists (compatible with Arc View);
Develop simple statistics tools to update and analyse the EH information during the coming 6 years (2016 – 2021) period;
Develop and contribute to the Capacity Building programme of UNRWA personnel, including the preparation of training materials and identification of relevant partners;
Organize and implement at least 2 one-week technical workshops for UNRWA personnel on GIS data collection, analysis and update;
Participate in internal and external meetings and trainings organized by the EHD team and/or as may be required by supervisor;
Prepare and submit cost estimates as may be required by supervisor;
Prepare needs assessment with relevant action plans and activities;
Prepare monthly reports and/or as may be directed by supervisor.
PERSONAL & PROFESSIONAL COMPETENCIES
(A) Academic and Professional
Advanced university degree in one or more of the following areas (environmentalist, solid waste, waste resources management)
(B) Experience
Minimum five years of progressively professional work experience at national or international levels in GIS, statistics and social field;
Experience working in the UN or other international development organization is an asset.
(C) Language
Fluency in English and Arabic is required
French is an asset.
(D) Skills and Competencies
Expert in GIS arc VIEW software
Expert in Google earth
High IT skills
Able to work under pressure
Able to work in a team and in an independent manner
Good knowledge of Lebanon waste sector
Good negotiating and alliance building skill
Capacity to deliver innovative and cost effective solutions
Strong practical experience in solid waste and waste water domains
Proven skills in sharing information with internal and external audiences
Good knowledge in AutoCAD software
Excellent computer skills, including Microsoft Word, PowerPoint and Excel
Good capacity in community mobilization and knowledge of participatory approaches
CONDITIONS OF SERVICE
Based in the Environmental Health Division (EHD) of the FICIP department of Lebanon Field Office (LFO) in Beirut (Bir Hassan)
Frequent field visit (weekly basis)
Salary: As per relevant salary scale.
Contract Duration: May to December (8 months), extendable upon availability of funds
Working Schedule: from Monday through Friday

Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

UNRWA staff members with fixed term appointments may not be considered for any consultant/contractor position while in service. Candidates who are no longer employed by the Agency must have a minimum of 3 months break in service before they apply to any consultant/contract positions.
