Programme Implementation Manager

General objective of the role   Projects are effectively implemented and monitored and evaluated. The role includes managing, capacity building / and supporting of the implementation teams and local partners. Maintaining effective relationships with donors is important.   Position in the organisation   The Programme Implementation Manager reports to the Country Director and is part of the Country Management Team.   Essential functional relations: Programme Development Department, including the Programme Development Manager (PDM)  and Advisors (PDAs), Country Director, Operations Support Manager, HR Advisor.     Result Areas   1.     Management of implementation of all projects   Projects are successfully implemented as per the project design plus any adjustments that required as a result of project monitoring, this includes project budget management, efficient financial control, accountability standards, procedures and records successfully done in close collaboration with the project coordinators Local partners and War Child staff fulfil their responsibilities as per the project design and MOUs Necessary adjustments to project are identified and made based on project monitoring; The Management Team and donors are kept well informed about the progress of project implementation; Lessons-learned are captured and shared with MT and Programme Development team for future programme and project design     2.     Management of staff   Effectively manages the performance of all Project Coordinators including appraisals and feedback; Job descriptions are up to date and implementation staff understand their roles and responsibilities; Ensures optimal staffing for each project; Staff of each project work together with good team spirit; a plan for developing each team is finalised and implemented, including career perspectives; 3.     Capacity building of staff & local partners   Responsible for supporting the development of competencies and capacity of project implementation staff and local partners in collaboration with the HR Department and the Programme Development Department . 4.     Maintain network of contacts / representation   Appropriate communications, information exchange and experience sharing within field team; Productive relationships with government, voluntary agencies, the UN, donors and local partners are developed and maintained; regular reports that meet or exceed requirements are submitted; War Child is represented in relevant meetings / coordination platforms.   5.     Security and logistics   The security plan is followed by all project implementation staff in collaboration with the Security Officer The guidelines on logistics management are followed by all project implementation staff   6.     Human Resources administration and policy   National Staff HRM policies are in place and adhered to as per WCH guidelines and policies.   Fundraising and reporting   Donor reports are considered complete and appreciated by donors ;   8.     Program and project development   Contributes to program and project development and proposal writing; Contributes to the development of the Country Strategy, the Annual Planning process, and other programming processes;   9.     Child protection concerns are raised and addressed according to international and internal standards Reports any child protection concern identified within the organization at all levels to the Child Safety focal point, in full confidentiality and best interest of the child Consults with the CP specialist on child protection concerns identified from program’s staff and field to inform program development Ensures all staff under supervision has read, understood and signed the Child Safety policy and Code of conduct, and is aware of terms and conditions, in coordination with HR and the CP specialist Provides support to staff on identifying and reporting child protection concerns, both inside and outside the organization, in coordination with the CP specialist Ensures staff receives regular child protection sessions, in coordination with the CP specialist Promotes a culture of openness and transparency among staff in discussing child protection concerns through regular meetings and maintaining confidentiality Ensures that partnerships agreements include clear commitment to respond to child protection concerns, through signing a child protection policy and regular trainings and coaching Ensures that child safety is applied throughout program management cycle, including procurement, communication, finance   Knowledge & Experience   Minimum of 3- 5 years of experience in managing people; Minimum of 3 - 5 years of experience in project implementation with an (I)NGO in an international/ humanitarian context; Relevant academic background (social science and management) e.g. Social Sciences, Community Development, Child Rights, Social Work, etc.; Knowledge of Child Protection / Psychosocial Support programming; Knowledge of participatory planning and project management; Experience in managing budgets; Knowledge and experience of finance management; Experience in child protection / psychosocial programming; Experience working with local partners and communities.   Skills Skills in managing people Skills in managing budget Good communication and interpersonal skills, including the ability to communicate on sensitive issues; Strong writing skills; English fluency required.
