Systems & Policies Officer Background:  “Quality Instruction Towards Access and Basic education Improvement”, USAID-funded QITABI is a four year project, implemented by World Learning (WL). QITABI aims to improve both access to education and learning outcomes in primary schools, in addition to supporting institutional effectiveness across the Ministry of Education and Higher Education (MEHE), in Lebanon.  The project has three components: Component1: Improving reading outcomes for primary level public school students Component 2: Expanding access to safe and relevant education for vulnerable public school students Component 3: Strengthening management (resilience) in the education system to better direct and monitor education Position Description World Learning has an immediate vacancy for a full time “Systems & Policies Officer” for its QITABI project. Thank you. ___________________________________________________ The “Systems & Policies Officer” will work under the direct supervision of the Senior Policy Advisor in QITABI, in technical and administrative aspects within the framework of QITABI. More specifically, H/she shall be focusing on the following activities: Lead, design and manage implementation of office systems and policies related to Reading and Access activities. Design and lead implementation of targeted training for key government stakeholders, school principals, teachers, and students. Recruit and manage trainers to implement training and offer continuous coaching to principals and teachers. Manage short-term consultants and trainer pool as well as related activities and deliverables. Keep the COP and the Senior Policy Advisor informed about the project status and issues that may influence program implementation. Conduct desk reviews (Reading, EWS, Teacher Trainings’ studies / reports, etc.) on MEHE policies and systems related to project activities in coordination with the project team members Report on regular programmatic activities Conduct gap analysis of MEHE laws, policies, regulations and guidelines developed for primary reading progress. Assist on mapping of other donor - assisted projects aiming to support MEHE’s data collection needs. Conduct rapid need assessment of the local capacity (at the school-level) to monitor and deliver education services through primary data collection. Assist in reviewing and monitoring MEHE project strategy.  Any other tasks as assigned Required Qualifications: BA in a relevant discipline Excellent writing and communications skills in both Arabic and English. Strong administrative skills. Detail-oriented with excellent organizational skills. Ability to prioritize and multi task. Ability to work as a team player and adapt to quick changing situations. Excellent Microsoft Office skills. Ability to work independently and within a team.  Experience required:  3 to 4 minimum experience in research, development or related field.
