Program Development Adviser/ Education

Objective of the job   The PDA- Education is responsible for the development of the War Child education strategy and programming approach in Lebanon, supporting Head Office in the development of core interventions, supporting programme implementation and for creating linkages between WCH Education programming and the Ministry of Education, UN agency and other NGOs.   To ensure effective design and implementation of quality formal & non-formal education and programming through technical advice and support to the Program Development Manager (PDM), Field Location Managers (FLMs), Program Coordinators (PCs) and Program Officers (POs).   Position within the organisation   The PDA- Education is part of the Program Development Department and reports directly to the Program Development Manager. She/he works closely with other Specialists within the region and at Head Office with the Country Director, Program Managers and Project Coordinators.   Maintains a close working relationship and coordination with specialists from other organizations  Maintains a close working relationship with the PDAs in country and at HO Maintains a close working relationship by providing support to  the CD, FLMs and PCs,   Result areas   Define shared Education programming standards   Based on WCH programming practice and international standards, ensure that WCH policy and standards for Education are developed/revised and remain up to date.     Develop Education methods and tools   Based on Education policy/standards; ensures that (creative) methods and tools are developed for the implementation of WCH Education Programs.   Stimulate and monitor Education programming in country   Advises on and contributes to Education programme and projects development   Generates overview of quality of Education in country: status, methods used and results achieved Contributes to and reviews Lebanon strategy, proposals, reports and evaluations.   Build capacity of Lebanon program staff and partners in Education programming   Designs/provides briefings, Training of Trainers; and tailored trainings where needed and feasible Rolls out Education standards and tools to programme staff and external partners.   Provides ongoing support, guidance and advice to program staff in the field of education Links Lebanon initiatives; stimulates knowledge sharing and management Facilitates exchange and learning for program staff       Ensure linkage/integration with other thematic fields   Liaises with other thematic PDAs Ensures that Education area connects with other WCH areas of work Ensures use of uniform methods, tools and forms in activities, training and PME.   Externally represent, profile, and advocate for WCH Education themes   Represents WCH externally, in relevant platforms/networks focused on Education programming Supports the identification and packaging of Education advocacy issues   Responsibility for Education programming results   Leads in development and monitoring the Education logical framework and advise PCs and PMs in order to generate country program results Contributes to the definition and achievement of the annual results on Education Contributes to 6M and 12 M reports Gives input to monitors the different budgets assigned to education programmes and proposals     Knowledge and experience   Relevant academic background (Social Sciences / Education / Didactic); Specialist knowledge of current principles and practices of formal and non-formal education with children in (post)conflict areas, particularly in Lebanon; Understanding of child rights in (post) conflict environments Minimum 5 years (I)NGO work in developing countries / conflict areas, preferably with children; Minimum 3 years in Education programming in (post)conflict areas; Minimum 3 years in staff capacity building.     Skills Ability to express skilfully in written and oral English. Arabic is highly desirable. Strong critical analysis and strategic thinking skills; Leadership and coordination ability; Ability to provide (creative/interactive) trainings; Excellent communication skills; ability to give and receive feedback Affinity with children and young people; (Cultural) sensitivity; Result-oriented; Willing and able to travel regularly   “Commitment to the vision and goals of War Child Holland, including adherence to the Child Safety Policy, is essential”
