Major Duties and responsibilities
Health Project Management
Provide technical support, training and supervision to medical doctors in SDCs clinics, ensuring quality health care and the treatment according to national treatment guidelines and other relevant international guidelines
To assist in the start-up and provide support and supervision to the community midwives in the implementation of the community based maternal health care project (including maternal health promotion and postnatal care visit)
Continuously monitor and supervise PHC activities, evaluating the progress and quality of the project using both quantitative and qualitative data, and coordinating with the health team (and where applicable local health authorities) in the analysis and taking appropriate action as needed to ensure continued progress.
Ensure accurate and timely reporting of assigned health project activities according to Medair, donor and other applicable timeframes and formats.
Submit timely weekly and monthly reports to the Health Project Manager and to other reporting systems (e.g. MoSA, UNHCR and MoPH)
Support the development and management of a quality health management information system
Contribute to the development of new health projects and proposals, based on assessed health needs and gaps and linked to the Medair country strategy
Staff Management
Line-manage assigned health staff (currently 2 community midwifes, health officer and health assistant)
In close coordination with the Health Project Manager and MoSA provide technical support and supervision to medical doctors in SDCs .
Attend and facilitate regular meetings to assist information sharing between Medair project staff and SDC clinic staff to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback.
With support of the Health Project Manager coach and supervise SDC health and clinic staff (especially doctors) in order to develop ownership and full responsibility for health activities.
Assess the training needs of other health staff and clinic staff and ensure that appropriate training is conducted.
Financial Management
Manage the health budget for the assigned project(s) with support of the Health Projects Manager and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance.
Communication and Coordination
In close coordination with the Health Project Manager, develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned health team local partner (MoSA) and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships.
Participate in Medair’s internal meetings and trainings
Attend external health meetings, other coordination meetings and working groups, as requested by the Health Project Manager; representing Medair and feeding back to the Projects Coordinator and health staff on relevant issues.
Logistics
Support the logistics activities of health staff, particularly in relation to the purchasing of medicines, supplies and equipment for the assigned health facilities and activities.
Liaise, as necessary, with the health and logistics staff to ensure items are procured, transported, stored, managed and accounted for correctly
Quality Management
Ensure health projects are implemented in line with donor proposals and requirements and are in accordance with Medair, national and international standards.
Delegated Responsibilities
Implementation of the assigned health project(s) within budget and the agreed timeframe in close coordination with the Projects Coordinator.
Management of the technical aspects of the assigned health project(s), including staff knowledge and performance.
Upon request representation of Medair at meetings and through relationships with external partners (e.g. community leaders, local and national government officials, UN agencies and other NGOs) in coordination with the Projects Coordinator.
Any other tasks as delegated by Health Project Manager or Project Coordinator
Person Specification and competencies
2 years post-qualification medical professional experience, At least one year management experience in a health context.
Experience managing health projects and working in humanitarian emergency context.
knowledge and experience of primary health care principles and management
Excellent English (oral & Written) Native Arabic Speaker
Familiar with Microsoft Office programs, in particular Word, Excel, Outlook and powerPoint.
Competent with statistical database such as EPI Info, SPSS, Sata, ENA or EPI Nut.
Passionate about serving the poo.
Self-motivated, Desire to learn.
Team-player with good interpersonal skills, Experience of working in amulticutural team us desirable.
Willingness to support others and to share workload.
Aptitude for community mobilisation and capacity-building.
Experience in training/mentoring/coaching staff.
Diplomatic and sensitive to crosscultural issues.
