Protection Capacity Building Officer

TEAM PURPOSE: Oxfam in Lebanon works at local, national and international levels to improve the protection of civilian population in situation of insecurity and displacement. The protection capacity building officer will be part of Oxfam’s efforts to bring about improvements to the safety of civilians population in Lebanon, as well as local and national change in the protection framework applied to refugees and to civilian population.   JOB PURPOSE:  To lead in facilitating, designing, and as appropriate in facilitating capacity building activities both at community level, and with programme teams and partners. The officer will be working with protection outreach teams to design training material for communities that is field tested and appropriate to the learning needs of beneficiaries and will respond to the capacity building objectives of the protection programme. The role will also be working alongside other programme teams in delivering training sessions on protection and safe programming for new staff, as well as for partners as appropriate. Thirdly, the officer will be participate in the design and delivery of mutual capacity building plans developed with protection partners. DIMENSIONS: Analysis and internal communication of the locally relevant context to inform appropriate planning, and to develop a shared analysis of local issues, contacts and key players. Ensures the effective planning and delivery of projects and of the defined areas of programme, including working with partners. Makes complex technical information accessible and useable by non-specialist within a defined area. Problem solving activities related to a defined area, such as a limited geographical area or limited programme sectional area using professional or technical knowledge Required to solve problems and to make sound judgements regularly within agreed processes using technical knowledge, a good understanding of the team and the facilities of the team. Contributing to project/programme budget planning and monitoring, and to report writing and revision. Representation and some level of negotiation in field protection working group and other relevant inter-agency coordination groups, as well as with local authorities. Some negotiation and representation with local authorities Develop a shared analysis of local issues, contacts and key players Liaising with external actors, both institutional and from humanitarian agencies for coordination and to organise joint activities. KEY RESPONSIBILITIES: Protection and safe programming training Prepare, design and facilitate trainings for Oxfam staff and partners’ on protection and safe programming using Oxfam protection training pack and other relevant sector standard tools and materials Facilitate training for external stakeholders on protection and safe programming Develop relevant training tools and materials as required, including adapting and translating existing global training materials Develop or provide technical guidance to the development of any learning tool related to protection and safe programming objectives Community-level capacity building initiatives Develop training modules and curricula as relevant, including design of exercises and activities, and field testing of contents and methodologies adopted; ToT for Oxfam staff, partners and community members on facilitation of training and learning for adults and youth; Support the team in defining the methods of community participation that ensure the greatest possible participation of vulnerable groups; Regularly support and coach team members in the delivery of training sessions in field activities, monitor quality and ensure reporting ; Supervise the community capacity building activities through developing weekly work plans and indicators together for monitoring of targets; Together with the Protection team, maintain regular contact with the beneficiaries and other stakeholders in target areas including the refugee representatives, local authorities and other service providers; Design and prepare training and capacity building events, including for local authorities, through the involvement of other organisations and institutions, including government departments. Monitoring and reporting Develop and systematically use monitoring tools to assess capacity building needs, and measure learning of all beneficiaries of capacity building activities, including staff and partners; Produce regular reports on monitoring results, learning and progress of activities done/supported; Participate in project baselines and other assessments on protection issues; Contribute to identifying areas for internal capacity building needs on protection topics among the team together and share with the relevant managers; Any other relevant duties as requested by the manager. SKILLS AND COMPETENCE: At least 5 years of experience in working in humanitarian or development contexts, in particular with displace populations. At least 3 years of experience in capacity building initiatives, preferably on protection, including facilitation and design of training materials for different target groups. Good understanding of protection including human rights and refugee rights, international humanitarian law, do no harm, and protection sector standards. Demonstrable experience in community mobilisation, as well as with local authorities and civil society engagement; including in using participatory research and assessment methodologies Proficient in spoken and written English and Arabic. Commitment to a rights-based approach, gender equality and protection. Proven analytical skills and strong presentation and teaching competencies. Understanding of monitoring processes, learning, and evaluation. Ability to work in multi-cultural teams, and to lead as well as coach. Willingness to work in insecure environments and a high level of adaptability and initiative.
