The Syrian crisis is reaching its fifth year, with over a million Syrian persons having fled the war and staying temporarily in exile in Lebanon. The impact on local Lebanese communities of, inter alia, the drop in trade, reduction of tourism to the country and the large presence of Syrian communities, at times outnumbering village populations, is increasingly felt. Displaced Syrians themselves are sinking more deeply everyday into poverty and a cycle of debts, having depleted their savings over the years.
Faced with this crisis and its consequences, the incumbent is seconded to the Ministry of Foreign affairs and will advise the Ministry of Foreign Affairs to take positions or make decisions on humanitarian or other legal issues and/or to develop approaches and projects which aim to address technical legal issues

Protection principles and international law as relevant to persons of concern are promoted.
Quality legal support and protection advice provided.
Responsibility (process and functions undertaken to achieve results)
Advise the ministry on issues related to International Human Rights Law, International Humanitarian Law (also known as the Law of Armed Conflicts) and International Refugee Law.
Provide prompt and accurate advice on the interpretation and application of international legal instruments to the Lebanese context and legal framework.
Draft background notes or conduct research on relevant legal issues required by the Ministry
Contribute to the definition of government positions and policies in accordance with international and national legal frameworks as required.
Engage, as assigned, with other government stakeholders, in particular with the Ministry of Social Affairs, and with external partners including international organizations and non-governmental organizations on issues related to legal protection of the displaced population and support to other affected communities in Lebanon.
Organize expert and other meetings on specific issues, including preparation of background research material.
Liaise with UNHCR and other UN agencies, as required, on legal issues related to humanitarian affairs.

Participate in the development of project proposals and project implementation.

- Advanced university degree in law, international law, human rights law and/or refugee law.
- Minimum 10 years of relevant professional work experience (12 years with university degree) as a lawyer, judge or legal adviser; demonstrated interest in human rights
- Excellent legal research, analytical and drafting skills.
- Excellent command of English, working knowledge of French and or Arabic would be an asset
- International experience in the field of law, human rights or humanitarian response
- Knowledge of the Lebanese context
- Experience in liaising with government officials and NGOs
- Publication or research papers on International Law.
