Civil Engineer

Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is an apolitical neutral organization whose objective is to provide immediate and long-term support to vulnerable population affected by natural disasters, armed conflicts and other types of crisis. SIF has been present in Lebanon since 2012, implementing projects through National partner aiming at distributing assistance to the Syrian refugee populations affected by the conflict in Lebanon. This program allowed SIF contributing to the improvement of the well-being of the children and their families In response to the current crisis in Syria, and the growing numbers of refugees coming to Lebanon, SIF is expending its humanitarian response and will scale-up its emergency support to Syrian refugees and affected population. In view of operations’ scale up, SIF is currently recruiting a engineer to begin immediately. The engineer will be based in Beirut, but will operate mainly in Mount Lebanon with possible missions all over Lebanon. Furthermore, he/she will be in contact with other SIF members to harmonize and share tools as well as lessons learnt. The engineer is part of the Syrian Refugee Support Program team of SIF-Lebanon and will be under the line management of the Project Manager and in contact with the Program coordinator.   MISSION CONTEXT The SIF project aims at strengthening the identification of vulnerabilities, their assessment and adequate referrals to existing services. The Engineer jointly with the Social Workers, ensure the identification of most vulnerable beneficiaries living in substandard shelter in need of rehabilitation. The identification can be done during the household visits as well as during the socio economic assessment or other SIF activities. Based on the recommendation of social workers, psychologist and Project Manager, the engineer jointly with the social worker will proceed to the technical evaluation and will draft the Bill Of Quantities (BOQ) for each shelter in need of rehabilitation. In addition the engineer will monitor the rehabilitation and follow SIF’s recommendation.   GLOBAL OBJECTIVE OF THE POSITION Under the line management of the Project Manager, the engineer is responsible for drafting the (BOQ), the contract with suppliers etc, He/She has the overall responsibility for development and implementation of SIF’s shelter program supported by SIF’s Program Coordinator. He/She participates in planning for project implementation including activity, financial and procurement planning.            MAIN RESPONSABILITIES Under the direct responsibility of the Program Manager and with the support of the program Coordinator, he/she will be responsible for: Taking part in the strategic planning, scheduling, assessments, monitoring and evaluation of the SIF shelter projects Participating in development and design of new projects if required. Ensuring the shelter project is implemented in line with donor proposals and requirements and in accordance with country and international standards. Monitoring and supervising activities, overseeing the technical design, execution and evaluation of progress v/s timeline Integrating sound M&E procedures in all aspects of the project Ensuring  implementation of beneficiaries training sessions in care and maintenance for shelter. Ensuring the realization of the technical work, Supervising the construction work. Ensuring the good quality of the final result Determining the most suitable modality of execution (direct with beneficiaries or through contractor) Managing the shelter budget for the assigned project and ensuring all project activities are in accordance with budget lines in cooperation with Financial Coordinator. Participating in tendering and bid analysis for contracting contracts, and service & material delivery Ensuring good communication with logistic officer so that procurements, purchases and contracts are made according to SIF and donors procedures.               MAIN TASKS Regular meeting with the PM and SW, to receive the list of structures identified Visit of the location, performing technical shelter assessment Analysis of the assessment and preliminary data collection Elaborate adequate propositions, including the human resources, material, and the timeframe Coordinate with the PM for the realization of an official agreement between the landlord, SIF and the beneficiary (agreement on the work to be realized, timeframe etc). Organize and supervise the work Recruit the human resources or local contractor needed Follow up with the logistic procedures for the material, Regularly visit the work sites establishing a clear calendar of the visits        Close follow up of the work progress on site with contractors and beneficiaries Monitor the compliance of the results with the needs identified Certify the accomplishment of the work   REPORTING Participate in preparation of the monthly situation report (SITREP) by providing relevant information to your line-manager Provide book site and weekly reporting on your activities to the line manager Ensure the compilation and recording of all activities and impact measurement Contribute to the production and dissemination of specific data analysis Produce final report at the end of the contract Represent SIF in the sector working groups and interagency planning workshops at national level Ensure good communication with beneficiaries, local partners and local authorities at the field level Represent SIF at relevant coordination meetings.   REQUIRED PROFILE Sensitivity to the limitation of persons with specific needs strongly required Strong organisational skills Strong interpersonal and intercultural skills Strong communication and external representation skills English and Arabic mandatory (oral and written); French is an asset Excellent knowledge of Mount Lebanon and its humanitarian context Dynamism, high level of motivation Flexibility and availability Ability to work in all parts of Mount Lebanon is mandatory     WORK RELATIONSHIPS Line manager: Project manager Line manager+1 program coordinator and        In direct cooperation with: Social Workers, Data base, logistics   QUALIFICATION/ REQUIREMENTS   Background:   Academic background in civil engineering, architecture, Quantitative survey or interior design is a must At least 3 years of professional experience, including experience in community based projects in the field Previous experience in accessible infrastructure is strongly recommended; At least 1 previous experience in humanitarian context, preferably in emergency response Knowledge of SPHERE standard. Project management skills would be an asset.   Driving license: mandatory Computer skills: Proficiency in current AutoCAD and office software applications;   ETHIC AND PROFESSIONAL PRACTICE Always respect of beneficiaries’ confidentiality Respect and promote SIF’s Policies and report to your line manager any non-respect of SIF’s policies amongst the teams or partners. Ability to respect each team member’s positions, work, and specialty. Ability to adapt to special situations or demands from supervisor (reporting, etc).
