Surgeon (Mena Region)

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation. MSF works in over 60 countries around the world. Our actions are guided by medical ethics and the principles of neutrality and impartiality. In the Middle East and North Africa, MSF works to provide humanitarian medical assistance to populations affected by lack of access to healthcare as well as the current violent conflicts. The medical response has had to evolve in line with changing medical needs and service provision challenges in a region affected by upheaval, large population movements and public health systems that are under extreme pressure. The MENA surgeon position will be in charge of providing strategic, technical and training support to the medical teams responding to mass casualty incidents and to help optimise the trauma care in order to reduce mortality due to trauma.    OBJECTIVE: To reduce mortality rate due to trauma of patients affected by violent conflict in MENA     Provide strategic and technical support to medical projects with surgical component In coordination with the SAGE unit of the Medical Department in OCB, support through trainings and mentoring the application of existing MSF’s medical tools and practices to medical teams working in limited resource settings Coordinate and ensure reliable access to MSF’s medical and surgical support through telemedicine to assist patient care at a distance Identify the needs, suggest adaptations and ensure optimal use of surgical equipment and materials in projects following MSF guidelines and protocols.  Ensure optimal triage practices and patient’s flow during mass casualty incidents Ensure best possible surgical standards and technique in operating theatres in limited resource settings Act as the surgical focal point for specific surgical cases as per the position’s surgical specialization  Coordinate access to other medical/surgical specializations in support of case management Ensure best possible pre intra and post-operative care in limited resource settings Ensure best possible hygiene standards in limited resource settings and acts for advice from the technical referents in infection control.   Develop and implement relevant medical trainings for surgery Identify surgical training needs of the medical staff and medical network. Prepare the content of the medical trainings in coordination with the SAGE unit of the Medical Department in HQ Conduct trainings ensuring practical solutions to participant’s geographical distance and differences in medical skills after consultation and input with the SAGE unit.  Participate in the creation of new informatics tools to deliver distant surgical training in collaboration with the training HR responsible and the training unit and medical department in Brussels.   Develop and support a surgical operational research agenda Identify and articulate specific areas in need of operational research Identify and integrate existing surgical indicators relevant for the specific reality of the medical projects in MENA Review data collection and undertake analysis as appropriate, reporting on a regular basis all and any relevant information to the medical project coordination to ensure ongoing adjustments and improvements of surgical activities  Support in writing operational research reports and participate in writing scientific papers Ensure the involvement and technical and strategic support of the Luxor unit on operational research   Build and manage medical networks for MSF’s operations in MENA Develop a medical networking strategy for surgery in line with the operational needs of the MENA missions in coordination with the SAGE unit of the Medical Department in OCB Implement the medical network strategy for surgery by engaging with identified medical networks with a focus on Lebanon Contribute MSF’s medical work in the area of surgery at events, debates, trainings and advocacy efforts by relevant medical networks after coordination with the SAGE unit. Ensure MSF medical projects benefit from knowledge, skills and innovation of medical networks in the region Provide advice on national and regional medical protocols and policies after discussion with the SAGE unit.   Contribute strategic support, technical advice, medical knowledge and medical networks to the implementation of the MENA hub’s overall objectives Ensure medical data and findings related to surgery are correctly represented in advocacy and public communications efforts and act as medical spokesperson   Provide support to medical recruitment outreach activities   Qualifications   MD, specialist in general surgery with experience in trauma surgery Minimum 5 years of clinical work experience after specialization Minimum 3 years of clinical work experience in emergency surgical wards War surgery experience preferable Experience of clinical management of mass casualty events Experience of academic presentations in relevant medical conferences/events Commitment to MSF’s humanitarian values and to humanitarian work MSF field experience preferable Proven fluency in written and oral communication in English and Arabic Skills and interest in training and coaching Strong interpersonal, intercultural, and communication skills Pro-active and resourceful, results oriented Collaborative, constructive, team oriented Flexible work approach and flexibility to travel
