The incumbent will assist, support and complement the Shelter Officer and/or Assistant Rep (Programme) who is responsible for the whole implementation of the Shelter components of UNHCR programme, assisted by Shelter officers and Shelter associates deployed at Sub-Offices and Field Offices. In order to ensure wider reach out to the refugees and ensure their close involvement in the delivery and management of the Shelter services, the incumbent supports the Shelter Officer in establishing an appropriate consultative and monitoring framework which draws the experience and expertise of a wide range of actors both internally and externally.
Furthermore, the incumbent is required to support in the formulating of the UNHCR Shelter strategy as appropriate project proposals and assistance activities that should be reflected in the Lebanon UNHCR Shelter program.
The incumbent reports directly to the Shelter Officer and/or Assistant Rep (Programme).

Shelter services provided to refugee are based on UNHCR country and /or internationally recognised and most up-to date standards and policies.
Sound technical support and advice are provided to country operation in the field of Shelter.
Viable monitoring and evaluation system are in place for data collection, analysis and interpretation to serve as evidence base for planning and interventions.
UNHCR Shelter programmes are implemented in coordinated approach in line with overall strategy.
Gaps and overlaps in UNHCR funded Shelter programmes and unmet needs are addressed, and the activities are prioritized.
Responsibility (process and functions undertaken to achieve results)
Provide technical guidance and support to Bureaux and Field Offices in all matters concerning Shelter and related Engineering Infrastructures programs/activities to ensure quality, cost-effectiveness, sustainability and environmental soundness in their implementation, and taking into account policy priorities of UNHCR. Upon requests from the Field, conducts technical assessments and provide recommendations, plan of action and verify compliance in the implementation of those activities.
Develop systems in support of relief activities and the provision of specialized technical supports. Formulate guidelines (approaches, procedures, techniques) for all stages of program cycle. Develop working manuals and formats; formulate basic policies (e.g. standards and indicators) in any given situation (emergency, care & maintenance, durable solution). Review and update the guidelines and policies, as appropriate, based on lessons learned and the experiences gathered from the field.
Review programs performance, monitor development, evaluate approaches followed in the field operations within the areas of Shelter and Infrastructures (and related ones, such as natural resources management, technical capacity of implementing partners, etc), and formulate appropriate designs and corrective/adaptive measures as deemed necessary.
Collaborate with Bureaux, Field Offices and other Units/Sections towards maintenance of up-to-date information on UNHCR field operations related to shelter and Infrastructures and participate in project monitoring and project follow-up of UNHCR field operations in construction activities.
Develop and maintain liaison with and mobilize support from specialized institutions, NGOs, bilateral and multilateral agencies, donors, government entities and other institutions to enhance technical activities in the related areas implemented in the field.
Act as a focal point in the house in the areas of shelter and represent in international forums, provide supports in training/workshops/seminars as appropriate.
Advise on the matters related to procurement of sector-related materials or equipment (including development and preparation of technical specifications for bid documents, technical evaluation of bids, review/inspect quality of the products/works as requested), and assist in fund raising efforts (provision of information and preparation of project proposals, and participation in negotiations) and other publicity endeavour's.
Support capacity building initiatives so that refugees and other Persons of Concern (PoCs), UNHCR and its partners acquire the needed knowledge, skills, and sense of responsibility and ownership of programmes
Coordinate and support the leadership of UNHCR Shelter sector ensuring regular coordination with relevant government counterparts, UN agencies, NGOs and other stakeholders.
Coordinate at National and Field level the intervention of implementing partners and operational partners in order to avoid potential overlap and assuring adequate delivery of services to the beneficiaries.
Support the leadership of the sector at field level while developing, updating and maintaining contingency plans for potential increased displacement with technical Shelter and settlement inputs and ensure that longer-term needs are taken into account in emergency response planning.
Coordinate development and update of sectorial strategies, mapping of needs and potential gaps, design of operational plans, monitoring and evaluation of sectorial programme implementation and impact on affected population.
Initiate project submissions including budget to respond to these needs in collaboration with appropriate authorities, implementing partners and UNHCR program and technical sectors at all levels.
Advise programme and management on budget planning for the shelter sector.
Develop tools for routine Shelter information data collection. Ensure regular, data analysis, interpretation, reporting and sharing.
Share with the UNHCR Shelter and Settlement Section good practices, learning, and other information in coordination with the Senior Shelter Officer.

- Advanced university degree in one of the civil engineering disciplines with courses on planning construction management, infrastructure development or any other related subjects (post-graduate level).
- Minimum of 6 years (8 Years with University Degree) progressively relevant professional working experience in the related field in developing countries together with at least 4 year experiences with an international humanitarian organization.
- Strong academic qualification in civil engineering construction, Shelter design and structural analysis.
- Considerable field exposure to UNHCR program planning and implementation and in humanitarian operations.
- Skills on project formulation, planning, supervision, management and coordination.
