OXFAM PURPOSE: To work with others to overcome poverty and suffering   TEAM PURPOSE: To reduce public health risks and contribute to a life with dignity for Syrian refugees in Lebanon through the construction of water, sanitation and hygiene facilities for Syrian refugees in Lebanon.   JOB PURPOSE: To work in a WaSH (water sanitation and hygiene) team of Public Health Engineers (PHEs) and Public Hygiene Promoters (PHPs), ensuring that all ensuring water, sanitation and hygiene (WaSH) service provision. Construction works are completed to the agreed specifications and within the agreed project timeframes. Ensure maintenance of built facilities for the duration of the contract. Participate in further assessments as required and contribute to emergency water, sanitation and hygiene facilities.   DIMENSIONS: The successful PHE will represent the implementation partner /Oxfam on site and be responsible for the supervision of construction works across multiple sites as directed by the WaSH Manager, ensuring a high quality of construction work and facilitating smooth delivery of the projects and ensuring that strict health and safety procedures are adhered to at all times. In addition, and as needs arise, you will be a part of the emergency response team, responsible for designing and installing light, rapid and simple toilet, shower, handwashing and water collection facilities. The scope of work will vary depending on the circumstances. You may be requested to carry out assessments of water, sanitation and hygiene facilities and prepare recommendations and BOQ’s for required construction, repair or rehabilitation works. This may be carried out with other partners. As an experienced Engineer you will have extensive experience in the civil engineering and construction environment. You will have experience in sub surface plumbing, reinforced concrete laying and general building construction. You will have detailed knowledge of setting out procedures, dimensional drawings, and site supervision procedures. You will have experience and be able to develop project work plans and targets. You will be a part of the site supervision team consisting of Site Engineers, skilled persons (Mason, Plumber etc) and the maintenance manager and team. Set performance objectives with your line manager, as well as managing the process for those within your own team. Work patterns are not routine and often high pressure. Field work requirements are 40%. Flexibility, Willingness to learn and enthusiasm for humanitarian work     KEY RESPONSIBILITIES:   Programme Implementation With the WaSH Manager, recruit, deploy and assess the junior site engineering staff required to deliver the programme of work To assess emergency needs, as requested, especially taking in the broader perspective of Public Health. To work with the implementation partners and contractors to set up a skills training programme for Syrians living in the tented settlements and hosting community. The work will include management and administrative duties and co-ordination with other members of the project and with staff of other organisations To liaise closely with the Public Health Promotion (PHP) Team throughout the planning, design and implementation stages of the Public Health Engineering Programme. Hygiene promotion is a vital element of such public health engineering programmes To report regularly, verbally and in writing to the WaSH Manager and to represent Oxfam to other NGO’s, agencies and Government authorities where requested. To order equipment from Oxfam’s Purchasing Department as required. Occasionally to organise local purchasing and to keep accounts. To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol). To ensure that all programmes take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision making around public health engineering issues. Identify and supervise technical resources needed to complete the assigned scope of work. Review work done, quality, and ensure the project stays within assigned schedule and cost targets. With the WaSH Manager, establish systems and controls for daily site checks and documentation With the guidance of the WaSH Manager, ensure that health and safety monitoring is incorporated into all daily site supervision activities. Create and maintain a good relationship with the  implementing partners  and construction workers and sub-contractors To produce non conformance reports, establish a database and contribute to the close out of non conformance. Ensure that daily site supervision is in line with agreed specifications and method statements, with comprehensive documentation of supervision activities. Ensure a photographic diary is maintained. Create and constantly review work plans and progress against targets, estimating works completion dates and identifying project critical pathways. Responsible for keeping a log of all 'lessons learnt" during the project If requested by WaSH Manager, participate in assessments of existing water, sanitation and hygiene facilities in other part of Lebanon, producing recommendations and BOQ’s for WASH activities construction and rehabilitation work. May be asked to perform role of acting WaSH Manager in their temporary absence   Staff Management Provide day to day support and management of the PHE D2, Assistant PHE a/o PHE Monitors a/o PHE Volunteers including performance management, and supporting implementation partner’s staff during construction work.  Ensure that all members of the works supervision team contribute to maintaining a positive relationship.   Coordination As requested, participate in WaSH field based meetings with other stakeholders, and coordination and communication with water establishment authority and municipalities. Actively participate in weekly team meetings.   SKILLS AND COMPETENCE: It is desirable that you are Civil, Mechanical or Environmental Engineering degree qualified (or other relevant qualification) and have a strong background working with ideally Lebanese’s construction company. Experience could substitute for a formal qualification, but not vice versa Over 3 years of relevant experience as a Site Engineer/Architect. . Team and site project management experience. The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations. Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions possibly senior government levels. The post holder should be at ease in working with local communities and Syrian refugees. Well developed interpersonal and team skills and proven ability to be flexible in demanding situations. Good written and spoken English is essential. Spoken Arabic is essential Sympathy with the aims and objectives of Oxfam.
