Funding And Bid Development Coordinator

BACKGROUND:   Oxfam GB is currently implementing the Syria Crisis Response in three countries – Jordan, Lebanon and Syria.  The Syria Crisis Response, which includes the Partnerships Programme, has a regional remit to support partner-led humanitarian delivery, as well as the capacity building and organisational development of civil society to provide quality humanitarian assistance now and for the future.   OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering   TEAM PURPOSE: To assist people affected by the Syria Crisis through the provision of essential humanitarian aid and development programming; To strengthen the capacity of civil society to  effectively manage humanitarian and development funding; and To work through a rights-based, one programme approach to raise funds for Oxfam's programmes, more specifically the Syria Crisis Response; to ensure quality proposal development and consistency in relationships with institutional and non institutional donors; and to support programme teams and country and regional office in planning, securing and managing funds.     JOB PURPOSE: As a member of the Syria Crisis Response Partnership Programme team based in Beirut, Lebanon, the post holder will primarily lead the development, implementation and review of fundraising plans and bid development for the Partnership Programme. In addition, this post will support the wider Syria Crisis Response programmes through coordinating, writing and contributing to donor bids in the region. S/he will also be responsible for ensuring compliance with donor regulations and undertaking donor contract management and donor reporting writing for the Partnership Programme.    DIMENSIONS:   Judgement on credibility and accuracy of the information coming from diverse sources, ranging from academic research to data collection in programme and non-programme areas. Problem-solving and analysis involving difficult decision-making with no precedent, although difficult decisions are taken together with the Partnerships Manager. Diplomatic skills and political sensitivity. Good representational skills. Work patterns are not routine and often high pressure. Contacts with wide spectrum of clients, often external in Lebanon and potentially the region. Anticipates problems and challenges relating to management of people, systems and processes. Take initiative and work with minimum supervision, i.e. develops and implements own day to day work plans Required to work to monthly and other varying deadlines e.g. donor reports and external stakeholders. The ability to plan ahead is essential to ensure donor deadlines are respected.     KEY RESPONSIBILITIES:   Business Development Lead the development, analysis and review of the Partnership Programme donor intelligence and funding strategy. Ensure programme teams are regularly updated in relation to donor intelligence and upcoming funding opportunities; Act as contact point for donors and Oxfam affiliates and monitor trends in the donor environment; Identify strategic opportunities and evaluate risks and benefits; Build collaborative relationships with key Oxfam staff in country programmes in the region and Oxfam affiliate head offices; and identify appropriate country and possible multi country programming/funding opportunities through focusing on institutional donors; and Engage with Oxfam’s Supporter Marketing team, Philanthropy & Partnerships and Trusts & Foundations team to help identify and cultivate diverse funding resources from the private sector, trusts, private donors and foundations.      Proposal Development and Bid Writing Lead proposal development processes, ensuring inclusive and quality risk assessment, quality programme design, narrative and budget development and internal approval; Act as lead bid writer (concept notes and proposals), after taking information provided by the individual contributors (technical and or otherwise) in the proposal team and helps build it into a consistent proposal - ‘One Voice’; Monitor and report on success rates for proposal submissions to donors and ensure that the programme team receives feedback from donors regarding submitted proposals; and Collaborate with donor advisors, financial team and others to ensure maximum cost recovery with bids.   Funding Coordination and Compliance Ensure that adequate advice and support is compiled and provided to the finance, logistics, HR and programme teams in relation to grant compliance for restricted and unrestricted funds, including donor budgeting and reporting requirements and contractual compliance; Support with monthly finance and funding meetings, ensuring that the programme teams are aware of grant variance and support programme managers in identifying appropriate actions to correct/adjust budgets as required; Ensure all documents related to restricted income for programmes are correctly recorded and managed according to Oxfam's internal donor income database (CRIMSON management), and strengthen compliance and utilisation of internal systems for project and contract management; and Strengthen the capacity of the Partnership Programme team and partner organisation teams in relation to grant management and donor compliance.     SKILLS AND COMPETENCE:   Essential Experience with raising funding from non-traditional donors, such as trusts and foundations, as well as  institutional donors such as EU, ECHO, SDC, DFID, Sida, BMZ and GAC (DFATD), etc. Excellent interpersonal verbal and written communications skills. Fluency in English. Strong project management skills and presentation skills Experience and ability to contribute to unit and cross-departmental projects Numeracy and good financial skills, experience of working with financial data (budgets and financial reports) gained either from relevant professional experience or academic background. Ability to facilitate proposal development processes involving technical programme, programme quality and financial staff. Proven analytical skills and the ability to think strategically in relation to fundraising and donor engagement. Ability to work effectively with others through influencing, negotiating and supporting, and necessary follow-up to achieve fundraising targets.   Ability to forecast and plan donor income Experience of capacity building in relation to fundraising or programme development as well as good coaching and mentoring skills Ability to produce timely and clearly articulated proposals and reports for donors Ability to represent Oxfam to donors and external institutions  Research and analytical skills and ability to evaluate proposals and write quality reports and make recommendations for improvements Experience with gender programming and working in multi-cultural environment Ability to manage her/his time effectively. Willing and able to adapt priorities in order to respond to changing demands IT skills; knowledge and experience of MS Office packages (Word, Excel and PowerPoint) Ability to work in a team, both across and within diverse teams Sympathy for Oxfam’s values and an understanding of poverty and development issues   Desirable Working experience in Middle East countries, preferably the Syria Crisis. Knowledge of donor environment, understanding of funding issues in relation to Northern and Southern NGOs work in emergencies and development. Sufficient knowledge of Oxfam’s priorities and development and humanitarian programme work an advantage.     OTHER: Ability to travel (short term assignments) in the region
