Background/Summary:   Breakdown and explanation of the partnership between organizations. Founded in 1933, The IRC is a leading humanitarian and post-conflict development agency, supporting communities in fragile and failed states. In over 40 countries, IRC promotes durable solutions by focusing on the interdependent aims of saving lives, strengthening institutions, and promoting social cohesion from the outset of crisis through to the post-crisis period. IRC Lebanon implements an integrated programming strategy which fosters collaboration and referrals between its different sectors, and is in strong alignment with the priorities of the Government of Lebanon’s Lebanon Crisis Response Plan (LCRP). The Child Protection, Protection, and WPE units closely coordinate on case management and psychosocial support for survivors of violence and those at risk.  Al Hadatha Association was founded in 2006 through a national initiative led by youth. Hadatha is working, through it’s programs, to achieve social and cultural development and combatting marginalization in Akkar region through work with Women, children, civil societies and local governmental agencies. The IRC in partnership with Hadatha are implementing “Preventing and Responding to Child Protection violations and SGBV in Lebanon through capacity building and direct services” project. Job overview: The HR/Finance consultant will play a key role in overseeing the partnership between Hadatha and IRC by ensuring compliance of processes and procedures as per Hadatha and IRC policies. The HR/Finance consultant will be responsible for managing HR, Finance, procurement, and admin related tasks for the IRC emergency project of Hadatha. He/she will be trained by IRC on HR, finance, and procurement procedures and provide support for Hadatha on this project. S/He will carry responsibility for the integrity of the project according to donor requirements and international standards. Human resources: Ensure compliance to Hadatha/IRC HR Policies and procedures; Conduct HR/Administrative orientation for all new staff based on IRC policies; Manage national staff contracts and promote employee adherence to personnel policies, and ensure compliance with all labor laws. Follow up on changes of status, termination. Maintain up-to-date leave tracking record. Ensure compliance with Hadatha’s time and effort reporting requirements and compile monthly payroll submissions Participate in review of policies and procedures, make recommendations. Maintain the confidentiality of all sensitive HR information at all times Supervise the recruitment process. Supervise registration of employee to social security funds and tax offices and related payments. Applies working conditions based on management guidelines and local legislation, staff regulations and other applicable policies. Guarantees that personal files of all staff are administrated with appropriate quality. Finance: Support the project manager to develop a spending plan for the project Oversee the purchase requests related to the project  Keep appropriate filing for the expenditures Develop process and procedures for finance in coordination with IRC Procurement/Admin: Provide procurement services for Hadatha as required and in compliance with IRC procedures; Implement and / or maintain standard procurement policies and procedures and ensure that procurement is carried out in accordance to Hadatha, IRC Lebanon, and donor-specific polices; Ensure that a transparent and responsive procurement process is implemented and maintained; generating bids analysis and Purchase Orders and Payment requests; Routinely communicate, coordinate and plan with the relevant requesting staff / programs regarding the order and delivery of supplies. Ensure that all supplies, services and equipment required are delivered in a timely manner; Establish and maintain ethical and professional working relationships with suppliers. Maintain supplier information for regularly purchased items for audit purposes; Remain abreast of current local market conditions. Receive the goods/materials after cross checking with the PO/contract by preparing standard Delivery Report to ensure quality check control; Maintain records and documentation of  payments processed as per Hadatha and IRC rules and regulations; Combine the needed documents to prepare the payment requests per rules and regulations Photocopying all the payments documents Archive the payments per the Hadatha/IRC Supply Chain archiving system; Maintain and update the payment tracking sheet Labeling and re-organizing the existing SC files   Perform any other tasks assigned by the supervisor Job Requirements University Degree in management, human resources, administration or related fields. Minimum of 3 years professional experience in Administration/Office Management Previous experience with Human Resources and/or Recruitment INGO experience preferred. Fluency in Arabic and English. Strong sense of personal integrity. Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, cultural and environmental sensitivity. Team work skills Proficient in Word and excel   Professional Standards All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies. All staff affiliated with the IRC through partnerships are responsible for adhering to the Child Safeguarding policy;   Key Working Relationships: Reports to: Hadatha General Manager Works closely with Project Manager Indirect Reporting and Technical support: IRC finance/HR and supply chain staff;   Working Environment:  Office work with regular travel from Hadatha offices to IRC’s central office in Beirut.
