Overall Purpose:
Working as an important member of a diverse team, the Senior GIS Officer is involved in the production of maps and the analysis of data through validating and ensuring the quality of the work of data entry assistants and data collectors.
Project Overview:
In response to the Syrian Crisis and the resulting influx of refugees into Lebanon, Medair is mapping Informal Settlements in the Bekaa Valley and coordinating the mapping of other agencies in Lebanon
Major Duties and Responsibilities:
Communication
Communicate with Senior GIS Officer- Data Management to discuss mapping plans and issues
Coordinate and communicate data collection with other mapping agencies
Communicate with UNHCR field offices on the creation of maps and other products from the IAMP data set
Assist other Medair teams to use the Mapping data to support their work
Communicate problems or issues to the Information Management Project Manager
Coordinate and conduct trainings on mapping processes for other humanitarian agencies
As required, representing Medair in IM meetings in Zahle or Beirut
Data Management
Assist with data collection planning and modality with the Senior GIS Officer- Data Management
Assist with the implementation of daily data management procedures
Reviewing the ArcGIS Online Platform
Assist with the monitoring of data collected by Medair and other partners
Assist with ensuring proper archiving of project data
Data Analytics
Review all project data sets to provide recommendations for analytics
Discovery and highlighting of changes in sweeps, nationally, governorate, and district
Develop products from the analytics that can be shared externally to donors and other NGO’s to promote coordination and advocacy for Informal Settlements
Reporting
Creation of maps for partners, donors, and other Medair teams
Assist with the development of Medair Cartography Standards
Assist with monthly, quarterly, and final reports as requested
Management
Assist in the management activities of Data Entry Assistants
Assist in the overall management of IAMP project
Person Specification
2 years post graduate working experience with significant experience of GIS data manipulation
Knowledge of other GIS software (Web App Builder, Scripting, MapSource, ERDAS imagine, global mapper, QGIS, Google Earth, API maps etc)
Familiarity with programing languages (C++, Python, HTML 5, JavaScript, SQL, Oracle, etc)
Strong working knowledge of spoken and written Arabic and spoken and written English.Strong working knowledge of Microsoft packages
Strong working knowledge of ArcGIS
Technical aptitude to pick up digital data collection methods
Strong working knowledge of Microsoft packages
Team-player with good interpersonal skills.
Willingness to support others and to share workload.
Aptitude for capacity building.
Capacity to work under pressure and manage personal stress levels
Knowledge of humanitarian principles, Sphere and HAP Standards and other international humanitarian guidelines and protocols.
