Financial Manager / Accountant

   About Ruwad Houkouk (FR) Ruwad Houkouk FR, is working towards: 1) Promoting the protection of stateless individuals by advocating for legal reforms and enactment of a comprehensive Nationality law, and modernizing the Personal Status Records law, and initiating a new law on Personal Status; 2) Strengthening access to justice for the refugees and stateless community living in remote rural areas. Both components complement each other and should lead to improve the humanitarian aspects of this population in terms of right too identity and to basic fundamental rights such as education, health, and work. Project objectives:   To reduce and prevent statelessness and promote legal protection for refugees and stateless persons in Lebanon.  Improve access to legal protection for refugees and stateless persons through direct provision of services, networking and monitoring of relevant actors, including public institutions.   Job Description           Major Duties and Responsibilities:   Develop and implement finance policies, procedures and system Responsible over all accounting and financial operations on daily basis, journal entry, financial statements & reports (balance sheet, ledgers, Trail balance...) Manage taxes and legal declaration, payroll, NSSF, and legal deadlines... Manage all payable and receivables accounts, monitor cash flow and budget vs actual expenditures. Supervise purchasing and recruitment process according to the NGO financial & projects' situation Assist with the preparation and revision of program and grant proposals and budgets Play a strategic financial role in developing the operational budget in line with the existing and forecasted budgeting situations. Manage finance activities to meet the financial reporting requirements and deadlines specified by donors Prepare the annual and monthly cash budgets based on approved funding Responsible for monthly closing and donor report preparation. Prepare all donor financial reports in respect to accounting, legal and contractual requirements Generate regular account analyses and report. Supervise the completion of internal control audits, and initiate actions necessary to correct internal control weaknesses Facilitates and co-ordinates external, internal, donor or government audits Liaison with bank on all banking issues Participate in professional development activities, as needed or requested           Qualifications:   3 to 5 years of experience in accounting and financial supervision Bachelor’s degree in Accounting or Finance Computer literacy with significant experience in excel and accounting software Experience in working with NGOs or INGOs Excellent written and spoken Arabic and English Good communication skills
