ANERA helps local institutions become more self-sufficient and effective in serving their communities.  Every project is planned in consultation with the communities that ultimately benefit – an approach that ensures relevancy and commitment, and secures the long-term viability of the projects.   The position   Position Title   :           Monitoring and Evaluation Officer Reports to       :           Country Director Location          :           Beirut Office-Badaro Work hours    :           From 8:30AM till 4:00PM Period             :           1 year renewable after evaluation with 3 months’ probation period.   Responsibilities: Position Responsibilities and Duties: The Monitoring and Evaluation Officer will be responsible to:   Develop, maintain and update results-based M&E plans and systems by the identification of baseline data, targets, data sources and data collection methods. Able to conduct regular field visits to provide guidance to and support the Monitoring and Evaluation needs of the monitors and field offices. Provide advice and suggestions for improvement of existing M&E systems and participate in project reviews. Ability to provide information and background material for program manager and for discussions and briefing sessions as needed. Assess compliance with policies and procedures of evaluation. Assess the quality of evaluation approaches and draft evaluation reports; assess the extent of the use of evaluation findings as well as lessons learned. Manage accuracy of information flow and insure deadlines are met. Any other task requested by supervisor.  Requirements and Qualifications Bachelor’s degree in social sciences, statistics or related field is required. Minimum four years relevant experience and knowledge in monitoring and evaluation processes, and operational experience is required. Fluency in English and Arabic (written and spoken) is required. Proven record of specialization in planning, design, monitoring and evaluation methodologies and project cycle management. Excellent computer skills and working experience of management systems data bases, in addition to experience in Word, Excel and SPSS. Skills and experience in data collection and analysis. Valid driving license is a plus.
