M&e Officer (Monitoring & Evaluation Officer)

General scope of the job The M&E Officer at Ana Aqra Association is responsible for setting up the M&E system and for the implementation of related activities while incorporating accountability, learning and planning in its framework. He/ she is responsible to provide timely and relevant reports to the project coordinator and program director and to link these into an overall assessment of project progress and needed actions. Responsibilities and Tasks Setting up the system Set out the framework and procedures for the evaluation of project activities. Develop the overall framework and the work plan for M&E, for example, annual project reviews, process monitoring, operations monitoring and lessons-learned workshops. Design the qualitative and quantitative instruments for data collection against each component indicators to be presented in the progress report. Design the format for identifying the key performance questions and parameters for monitoring project performance and comparing it to targets. Review the quality of existing social and economic data in the project area, the methods of collecting it and the degree to which it will provide good baseline statistics for impact evaluation. Review the existing approaches and monitoring tools and agree on any required changes, support and resources. Ensure that all service provider contracts include specifications for the internal monitoring required of them, the reporting systems and the penalties for failure to report as specified. Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required. Organize and undertake training with stakeholders, including primary staff members, in M&E skills. Implementing the M&E system Design the framework and process monitoring of project activities. Review weekly monitoring and progress reports; analyze them for impact evaluation and to identify the causes of potential bottlenecks in project implementation. Collaborate with staff and implementing partners (such as teachers) on qualitative and quantitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts. Ensure that, in general, project monitoring processes comply with the project outputs and, in particular, the provisions of these outputs are fully observed in the design of M&E framework. Inform project coordinator and program director – by screening and analyzing monitoring reports as well as by furnishing direct personal knowledge of the field situation. Organize and provide training in M&E for project staff and primary stakeholders. Identify lessons learned and implications for the project’s next steps. Plan and participate in the lessons learned/best-practices event. Communicating the M&E findings Prepare reports of the M&E findings as required, working closely with field officers and project coordinator. Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed. Share the outputs of M&E findings with project coordinator and program director. Make regular reports to the project coordinator and the program director highlighting areas of concern and preparing the documentation for review at meetings. Check that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussion forums to fill any gaps. Qualifications Extensive experience with monitoring program implementation using qualitative and quantitative approach. Excellent written and verbal communication skills, is creative and committed. The ideal candidate will be a proactive and an efficient multi-tasker. He/ she can work independently in a fast-paced dynamic working environment. Master’s degree with 3- 5 years of Monitoring and Evaluation experience (essential).
