PRESENTATION OF HANDICAP INTERNATIONAL Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.   For more details on the association: http://www.handicap-international.org   Handicap International is composed of 3 operational divisions: Emergency Response Division (ERD) Mines Division Development Division   MISSION CONTEXT   The Emergency Response Division in Lebanon was created in April 2012.  The provision of support to health structure is provided directly by Handicap International physiotherapist and technical advisor. The identification, assessment of the needs, referral and direct provision of services is done trough outreach teams (composed of one social worker as case manager and one physiotherapist supported by psychologists and/or psychosocial workers) and trough fixed points in the communities (in community centers to allow more efficiency reducing the time to reach the beneficiaries).   GLOBAL OBJECTIVE OF THE POSITION   Under the line management of Project Officer, the Social Worker is responsible for facilitating the access to specific and basic services to the most vulnerable population affected by the Syrian crisis.   WORK RELATIONSHIPS   Line manager: Project Officer Line manager+1: Deputy Program Manager In direct cooperation with: Physiotherapist   RESPONSIBILITIES & OBJECTIVES   Objective 1: Identification of the most vulnerable people in need Activities/Main duties: Establish and maintain a wide network of local contacts and ensure their understanding of HI mandate and referral procedures Disseminate a clear message of HI services and policies Objective 2: Assessment of basic and specific needs Activities/Main duties: Organize the lists of identified beneficiaries, coming from community resource people, local structures and institutions, external referrals received, hotline and direct identification Schedule visits at HI Center, health structure or in outreach modality, according to beneficiaries’ priorities. Assess the basic and specific needs of the beneficiaries and their families, giving particular attention to any protection concerns Assess the socio-economic vulnerability of the refugees Listen with respect and attention to the beneficiaries   Objective 3:  Information and referral Activities/Main duties: Be aware of the services provided in the area of intervention, both from INGOs and local organizations or institutions Listen carefully to beneficiaries concerns Provide information on the services available to beneficiaries and their families Identify the need of referral to specific services and provide the Referral Focal Point with all the required information and documentation Follow up the referred cases, through RFP, the receiving organization and/or the beneficiary, until a clear answer is given   Objective 4: Team organization and reporting Activities/Main duties: Work in harmonic coordination with your team mate (a physiotherapist). Organize the team workload through a precise weekly plan, maintaining balance between identification, assessment and service provision, beneficiaries’ needs and external commitments Timely inform your line manager of your weekly needs and produce the related documentation Complete an evolution note after each intervention done on a beneficiary Close follow-up of individual and familial cases to ensure a qualitative follow-up of all the beneficiaries Ensure internal standards and guidelines are respected Fill daily with precision the internal reporting tools (pack benef, weekly report, donation certificate) and any other reports to be made upon line manager request   Objective 5: Data management Activities/Main duties: Ensure data collected is accurate, complete and consistent Collect all the missing information Range all the open files in order and respect confidentiality Protect the confidentiality of the information   Objective 6: To demonstrate an ethic and professional practice Activities/Main duties Respect beneficiary confidentiality Respect and promote HI’s Policies and report to your line manager any no respect of HI’s policies amongst the teams or partners Address needs and requests in a professional way Report any incident or act that causes any harm to beneficiary or to others Always interact with children with the presence of their parents or caregivers Always respect a refusal of treatment. Objective 7: Demonstrate willingness to improve professional competences and abilities to increase care quality Activities/Main duties Demonstrate motivation at work Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions, capacity building activities… Participate in the different activities that are common to all team members Respect each team member’s positions, work, and specialty Adapt to special situations or demands from supervisor (reporting, etc)   Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.   QUALIFICATION/ REQUIREMENTS   Educational Background and Working Experience Social work or related degree At least 2 years of professional experience in the related field Experience with NGO, preferably in emergency context   Professional Skills required Demonstrate good understanding of social issues Understanding of a comprehensive approach on disability and vulnerability Good report writing skills Demonstrated effective communication, analytical and problem solving skills Ability to relate to the target group (be approachable, shows empathy) Ability to propose workable solutions and identify their implications (positive and negative) adapted to beneficiaries’ needs   Personal skills required Strong interpersonal and intercultural skills Ability to work in a multicultural environment and in a multidisciplinary teamwork Ability to work under high pressure with a great level of personal organization Diplomacy sense Flexibility Team spirit   Languages English and Arabic mandatory (oral and written), French would be an asset   Computer Skills Good knowledge of Microsoft Office Programs, especially Excel, Word and Power Point.
