Humanitarian Analyst - Beirut

ROLE PURPOSE: The Lebanon Country Office intends to recruit a Program Analyst to assist the both the country office and partnership program team for the purpose of enhancing the viability and effectiveness of its operations and programmes. The Lebanon Humanitarian Analyst will be a master in the area of geopolitics. S/he will research and produce briefings, brief papers, bulletins, maps, reports on geopolitical, humanitarian and development issues, and analyse long and short-term challenges for Humanitarian Response situations in Lebanon and neighbouring countries as needed. The Humanitarian Analyst will also prepare compelling briefs and written analyses as required. By accumulating data provided by Save the Children International’s partners, identifying conflict trends and triggers, assessing risks and opportunities as well as producing comprehensive reports focusing on the prospective impact of contextual developments on Lebanon Country Office & partnership program’s work, the program position aims to provide the teams with locally-sourced, evidence-based and empirically-driven analysis and research that contributes to the design and implementation of SPP’s strategic planning. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal job description and be able to vary working hours accordingly. SCOPE OF ROLE: Reports to: Partnership Program Director Staff reporting to this post: None KEY AREAS OF ACCOUNTABILITY : • Gather information, seek input and feedback, crosscheck information and identify reliable and independent sources of information (public and private) region-wide ;• Conduct extensive monitoring into prevailing and existing humanitarian, socio-economic, geo-political, security indicators region-wide. • Prepare a bi-monthly detailed analytical bulletin or the equivalent in briefing papers, setting out relevant research findings and policy recommendations.• Prepare short briefing notes and customised presentations to inform and advise Save the Children decision-makers in navigating around the complex environments within which they work. • Perform appropriate methods of network analysis and provide networks analysis to meet strategic needs as defined by the country Senior Management Team.• Develop and expand diverse subject matter expertise on humanitarian, socio-economic, geo-political, military, and regional stability in support of Humanitarian Response activity.• Develop and lead partnerships with regional key Academics and Think-Tanks on specific strategies.• Develop a research methodology that employs an integrated approach of qualitative and quantitative tools. • Contribute to develop and deliver scheduled and unscheduled general key analytical “products”, maps, studies, estimates, forecasts, and assessment memoranda as defined by the Risk Management Director.• Contribute to new initiatives, such as expanding programmes and exploring fundraising avenues, devised to enhance Save the Children’s strategy and position.• Contribute to the planning of a Regional Information and Analysis System throughout the Save the Children family.• Liaise and coordinate with the Risk Management & Partnership Program Director during the analytical process to ensure that the analysis is guided by programmatic demands and therefore value-added and impactful. • In liaison with Risk Management Director and Partnership Program Director, built up and coordinate a Network of watchmen/Field Analysts throughout the region and collect data and information on scheduled and unscheduled bases.• Identify, maintain and consolidate a network of contacts from other INGOs, UN agencies, think-tanks as well as relevant local stakeholders. • Work closely with and provide analytical support for other departments within Lebanon Country Office & Syria Partnership Program. • Participate in inter-organisational conferences and for a pertaining to humanitarian developments and strategies. • Other duties as assigned by the Risk Management & Partnership program Director to meet the needs of the country office COMPETENCIES • Leading and inspiring others: Demonstrates leadership in all our work, role models our values, and articulates a compelling vision to inspire others to achieve our goals for children.• Developing self and others: Invests time and energy to actively develop self and others to help realise their full potential, and to build the organisation’s capability for the future.• Innovating and Adapting: Develops and implements innovative solutions to adapt and succeed in an ever-changing, uncertain work and global environment.• Applying technical and professional expertise: Applies the required technical and professional expertise to the highest standards; promotes and shares best practice within and outside the organisation.• Networking: Builds and uses sustainable relationships and networks to support the work of Save the Children. QUALIFICATIONS • Master’s degree in international relations, political science, journalism, sociology or equivalent through experience. EXPERIENCE AND SKILLS• Experience in political analysis and conflict prevention.• Solid professional experience in government, academia, international organisations, NGOs or journalism.• Good knowledge of international humanitarian systems, institutions and donors. • Excellent writing, editing and analytical skills and ability to formulate well-targeted policy recommendations.• Excellent interpersonal and communication skills, including good public presentation skills, and a very strong capacity for effective teamwork.• Ability to work in a matrix management environment. • Ability to work independently in a fast-paced and often demanding environment.• Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time.• Written and spoken fluency in English and Arabic• Experience of working and living in Lebanon is preferable• Commitment to Save the Children values.
