Area Community Empowerment Manager

We are looking for a highly qualified, motivated and professional individual with a mind set to achieve success in a humanitarian organization working in a challenging but interesting environment.   Who are we The Danish Refugee Council has worked in Lebanon since September 2004, and the programs have followed the country’s needs and progress. The main focus of today’s efforts in Lebanon is to help the hundreds of thousands of Syrian refugees, who have fled across the border to find protection from the conflict in their homeland. DRC is simultaneously maintaining the efforts toward the vulnerable groups of Palestinian refugees in Lebanon. For further information about DRC, please refer to our website: www.drc.dk About the job Coordinate and supervise all community empowerment projects and activities including community support and community mobilization activities, the municipal support assistance program, Social cohesion.   Duties • Oversee and ensure that the CE activities are implemented on the field, following DRC’s quality standards • Support in the development and implementation of SOPs for core CE activities, in coordination with other CELmanagers, Area Programme Manager and the National Programme team • Fully manage the CE team in your location, including ensuring officers support properly the assistants and MSAs Support the CE officers in preparing weekly action plans to implement activities as per project proposal and targets • Design communication materials to ensure the effective dissemination of key messages targeting both the refugees and the host community Promote community mobilization, social cohesion and participation at all phases of the CSPs • Attend any relevant meetings with other stakeholders related to collective site management, in agreement with the Sub Area manager Lead weekly meetings, compile and verify reports in the agreed formats (excel and word documents) and send them to the Bekaa Reporting officer on a monthly basis • Support the MEL team in case of internal/external evaluations Monitor activities and staff’s performance on a regular basis Monitor the humanitarian situation of refugees and provide reports to the Area Programme manager  according to the context/events • Ensure that all logistical and support arrangements are in place for successful daily operations Follow up the adequate maintenance of site infrastructures, monitor the agreed delivery of services, in collaboration with the shelter team or other relevant stakeholder • Manage and follow up all expenses linked all CE related projects • Send the budget forecast to the Area Programme manager and Finance team at the end of each month. Check the budget follow up tool and TDL, to ensure expense have been allocated on the correct budget lines and to ensure each budget line is spent correctly according to needs and money available   About you To be successful in this role you must have University degree; preferably related to social work and development projects. 3 years minimum experience in relevant work (managing community support projects, community centers…etc.) Experience in emergency work is a plus and experience with INGO is an advantage. Excellent English and Arabic skills (writing, reading and communicating) Ideally you will also have Master’s degree in relevant field (rural development). 5 years minimum experience in managing community support projects and mobilization activities in an emergency setting. Previous INGO work is a plus.   We offer An interesting job in one of the world’s best NGOs. DRC will offer the successful applicant a 7 month contract, renewable dependent on both funding and performance. You must be available to start work from March 2016 and be willing and able to work in Bekaa. Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National staff.
