Responsible for quality assurance of accounting and financial control as per Norwegian People’s Aid policies, rules and regulations (Financial Handbook), the Financial guidelines, and the national law.
Oversee the accounting department to ensure proper maintenance of all accounting systems
Supervise NPA’s accountant/finance staff
Maintaining the integrity of the balance sheet by ensuring prompt preparation of month end balance sheet reconciliations (TBR).
Prepare monthly budget against actual reports for dissemination to Programme Managers on a timely basis for prudent budget follow up.
Participate in the planning and budget process and other financial analysis with Programme Managers and CD.
Ensure donor financial reports are prepared as per contractual obligations.
Facilitate and coordinate internal and external audits in-country and follow up on recommendations.
Perform regular visits to Tyr office and ensure adequate internal controls are in place.
Proactively support and train national staff in accounting and financial management.
Ensure good financial control of partners and support and train partners in the development programs.
Manage the cash flow and ensure there is adequate cash in-country for activities/operations
Ensure the smooth day-to-day running of the finance operations.
Ensure adherence to NPA and donor policies, guidelines and procedures in addition to adherence to relevant national and local legislation especially local tax law and tax reporting.
Liaise closely on technical and compliance issues with the Regional Finance Advisor and Head Office Financial Controller
Ensure proper liquidity planning and transfers to the program
Provide support and capacity build to the Admin/HR section in use of Agresso, HR systems (e.g. pay role), archiving etc.
Provide practical recommendations to Country Director , to improve internal control weaknesses and inefficiencies
Participate effectively in policy and strategy development as a member of the senior management team
In close collaboration with the Logistic Department ensure funds are spent in accordance with the budget.
Perform other duties as assigned by the Country Director.
Required Skills and Experience
Technical experience as a successful Finance Manager, with documented good results
Experience from being part of a management team
Field experience from a developing or humanitarian context
Experience managing multiple grants and contracts with an annual budget of 5+ million USD
Experience in managing multiple offices/locations
Experience with capacity building of staff
Experience from working with partners
Desirable:
Working knowledge of the Agresso accounting software.
Other qualifications:
• Written and verbal proficiency in English and Arabic.
• Good understanding of ICT-systems and experience with MS Office applications, including Excel
