Programme Assistant (Health)

  Under the overall guidance of the Chief of Mission (COM), and direct supervision of the Health Programme Coordinator, the incumbent will be responsible and accountable for assisting in the implementation  of IOM’s health assistance activities, particularly the Tuberculosis (TB) project funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria in Lebanon. The incumbent is expected to carry out his/ her duties in accordance with the strictest ethical standards, building and maintaining partnerships with Government, international organizations and non-governmental agencies, and with due respect for gender and socio-cultural sensitivities.   In particular, he /she will:       Contribute to the  administration of health related activities, particularly within the framework of the project “Enhancing Tuberculosis (TB) Prevention, Diagnosis and Treatment for Syrian Refugees and Other Vulnerable Populations Affected by the Syrian Crisis in Lebanon” funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria. Assist in the implementation and monitoring of IOM’s TB project activities in Lebanon, including data collection, reporting, collection of invoices, and maintaining and updating databases Assist in conducting regular budget monitoring using IOM templates and donor-provided templates as required. Liaise with the procurement, finance, and human resources units on regular basis for all aspects of the program activities, including preparation of procurement plans, purchase requisitions, vendors’ invoices, vendor creation procedures, and staff contracts, among others. Follow up on administrative matters with IOM staff, MOPH/NTP staff, and hourly workers; assist in the orientation of new staff and consultants by providing them with necessary documents, materials and practical advice. Assist in  organizing appointments, meetings and travel arrangements in coordination with the procurement unit, staff security unit and other relevant IOM units. Liaise with staff in other IOM offices as required for administrative matters, and provide practical assistance to staff on TDY when needed. Assist in the overall  implementation of assigned project activities, such as public information campaigns, as required. Contribute to reports of project activities, and share relevant information needed for project proposal development, donor reports and other documents; support the maintenance of project documentation and information, including  assisting with informal Arabic and English translations of documents if requested. Perform such other duties as may be assigned.

Education:
High school diploma or equivalent. Completed University degree in business administration or related field would be an advantage.

Experience and qualifications:
• At least 4 years of relevant work experience; experience in the public health sector in Lebanon, and experience working within international development and/or local NGO sector is a distinct advantage.
• Knowledge of the basic principles of International Public Health and Migration Health is an advantage.
• Demonstrated understanding of the humanitarian system through work experience and/or studies is an advantage.
• Proficiency in Office applications, including Word, Excel, and Internet explorer.
