Project Manager – Livelihoods

CARE is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. CARE is very well established in the region and set up an office in Jordan as early as 1948. CARE International in Lebanon (CIL) is supporting refugees as well as local communities with their longer-term needs and basic rights through WASH, NFIs and Cash assistance activities in collaboration with local partner organizations in the North and Mount Lebanon Governorates.   Detailed Responsibilities & Tasks Responsibility #1: Project Implementation Ensure project cycle management as detailed below: Ensure the overall project implementation as per donor agreement and CARE guidelines and agreed implementation strategy. Ensure that the project is reaching its objectives and strengthening the employability of vulnerable individuals, identifying potential opportunities and placement arrangements to apply these skills, building the capacity of micro, small and medium enterprises (MSMEs) to access available economic opportunities and facilitating access to the necessary inputs to support their sustainability. Conduct qualitative Business Development Services (BDS) market assessment Compilation of expert roster for specialized business support for MSMEs. Ensure the implementation of quality BDS delivery to MSMEs and monitor outputs. Collaborate with the food security and livelihood Coordinator and with the Area Manager in the development of the project strategy/methodology, and ensure project implementation is carried out accordingly. Develop, update and follow up a detailed work plan, in line with donor agreement and in agreement with the CARE Lebanon Country Office. Make sure consultants and staff carry out works in accordance with agreements and methodology. Conduct regular field monitoring visits to provide support when needed to ensure quality implementation. Ensure budget forecast and follow-up in collaboration with the finance department, according to CARE procedures, to track and manage partners’ and CARE’s spending. Ensure procurement orders are timely placed and communicated to the procurement department, according to CARE procedures. Lead in the identification of beneficiary SMEs in the targeted areas and ensure the high quality of the data collected during the assessments and baseline. Enhance referrals pathways and ensure communities knowledge about the project in close collaboration with the Area Manager and the partners. In support to the Monitoring and Evaluation Manager, and in collaboration with the Food Security and Livelihoods Coordinator, ensure the project is effectively monitored through regular data collection and analysis of key indicators, and ensure that processes and results are properly documented. Ensure proper documentation, tracking and filing of all project’s activities in line with project objectives, donor requirements, CARE compliance rules and implementation strategy. Ensure that gender, protection, environment and other important cross-cutting concerns are taken into account; Ensure that activities reflect the needs of specific groups and individuals e.g. elderly, pregnant women, children, and people with disabilities. Ensure the confidentiality of beneficiaries’ data as per established guidelines. Responsibility #2: Project Team Management Line Manage the project team. Build capacities of CARE project team and partners. Make sure all project team members have clear job descriptions and their job performances are evaluated accordingly. Identify learning and training opportunities for CARE project team. Responsibility #3 : Representation and Coordination In close collaboration with the Area Manager and with the Food Security and Livelihoods Coordinator, ensure CARE representation in the relevant technical coordination meetings at field level. In close collaboration with the Area Manager and with the Food Security and Livelihoods Coordinator, ensure CARE’s representation in all relevant forums at the field level and vis-à-vis relevant actors and partners as relevant to the project (municipalities, UN agencies, INGOs, local NGOs, community focal points, etc.). Support the Area Manager in the organization of field visits by donors, peer agencies, CARE Members, Media, etc. Responsibility #4: Reporting & Information sharing Draft narrative and quantitative reports as per CARE internal requirements and donor requirements. Ensure internal communication and information sharing on project with relevant staff (Food Security and Livelihoods Coordinator, Communication, Advocacy and Information management focal point, M&E team etc.).   The Project Manager will also have to fulfill any other task as requested by her/his supervisor depending on the programmatic priorities in the Field Office.

Bachelor or Master degree in business administration, socio-economics, humanitarian affairs or equivalent. Alternatively, bachelor or Master degree in agriculture, anthropology or social science.
At least 2 years of experience as a project manager, preferably in livelihoods or economic development.
Desirable: At least 1 year of experience in implementing EU funded projects and in coordination with other organizations.
