Summary
International Orthodox Christian Charities (IOCC), the official humanitarian relief agency of the Assembly of Canonical Orthodox Bishops of the United States of America which offers emergency relief and development programs to those in need worldwide, is seeking a full-time Monitoring, Evaluation and Learning (MEL) Manager. This position will assume a central role in supporting IOCC Middle East offices, particularly the Lebanon and Syria country offices, measure and evaluate program performance on the project and office levels. The ideal candidate will have solid experience designing, developing, and implementing M&E Plans and data management tools. S/he will have the ability to work as part of a team and act as a liaison between teams.
Primary responsibilities include but are not limited to:
Manage the implementation of IOCC’s M&E system and project M&E Plans to measure performance and progress toward program goals, including the development of logical frameworks when needed
Manage the data-gathering process and related analysis for submission of IOCC agency quarterly results and performance reports
Design and develop data management tools as needed
Support the development of systems and processes for the implementation of performance measurement frameworks and learning and knowledge management for both program and project cycles
Support the development of tools and guidelines for data collection, collation, and reporting
Prepare MEL-related documents for internal and/or external dissemination, including analytical reports, evaluation or assessment reports, as needed
Facilitate sharing of recommendations, lessons learned, and best practices among IOCC country teams
Provide support to M&E Staff in each country program to ensure effective implementation of relevant M&E Plans
Support country office M&E staff in measuring and analyzing performance and progress toward program and project goals for donor reporting
Provide MEL technical support, training, and mentoring to IOCC Field Office staff on relevant M&E protocols, processes, and tools
Support internal and external program or project evaluations, serving as regional lead or point of contact for external evaluations, as needed
Stay current on developments and innovative approaches in the MEL field by participating in relevant workshops, professional associations, and/or national and regional networks
Manage the dissemination of information on successful and promising approaches, lessons learned, and other program results within IOCC and to local and national bodies, donors, partners and other stakeholder.
Contribute to proposal development, including support to IOCC Field and HQ Business Development and Program teams
Perform other duties as assigned or required
Qualified applicants will possess:
Bachelor’s degree
Three (3) years’ experience in M&E, with at least one (1) year in an emergency context
Experience or training in developing logical frameworks and M&E Plans
Experience performing quantitative data analysis and university-level coursework in statistics or econometrics
Experience or training in qualitative data analysis and survey methodology
Ability to design and develop data management tools or databases
Excellent oral and written communication skills with knowledge of English required and Arabic skills strongly desired
Excellent knowledge of Microsoft Office
Strong attention to detail and ability to manage multiple projects under tight deadlines
Ability to work collaboratively with field staff, proven problem solving and organizational skills
Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other USG.
Previous experience in coordinating humanitarian/development projects and working with international donors, especially OFDA, USAID, BPRM, ECHO, UNHCR, UNICEF, strongly desired
