Wash Program Manager

Reports To:                         Programmes Director (PD) Responsible For:              Oversight and management of all WASH programmes of Concern in Lebanon CD including WASH in informal settlements , collective centres and Small Shelter Units  and water and waste water infrastructure projects in Lebanon’s North. Liaises With:                       Country Director (CD), Country Financial Controller (CFC), Systems Director & WASH infrastructure, Protection, Livelihoods and Education teams External Liaison With:     UNICEF, UNHCR, EU, ECHO, local municipality, other NGOs, WASH sector working group   Job Purpose The purpose of the Wash PM role is to provide technical and management oversight for the implementation of all WASH programmes including construction and rehabilitation of communal Water and waste water facilities, WASH facilities for IS (informal settlements), CCs (collective centers) and SSUs (Small Shelter Units), and hygiene promotion activities targeting refugees from Syria and vulnerable host communities. Roles and responsibilities   Programme Planning and Management: ·         Provide technical and management oversight and supervision of the WASH programme ·         Ensure that all programme targets are reached in accordance with agreed programme objectives, as per contracts with donors and in line with the overall programme approach ·         Oversee staff under his/her responsibility in the day to day management of the implementation of the WASH programme Ensure that all resources (technical, financial, HR) are in place to implement the different projects of the WASH programme in accordance with the work plans and realistic timeframes and milestones agreed with contractor and donors Is responsible that adequate assessments of sites for the implementation of planned construction and /or engineering works as per agreed proposals are carried out Is responsible that the design of construction and engineering works is reviewed and permissions obtained , following best international and humanitarian practice and in line with Concern, donor and local authority policies and guidelines Is responsible that quality technical documents are prepared in line with Concern’s procedures such as tenders, BOQs, procurement and oversee material and equipment purchases and delivery as necessary. Monitor programme budgets and management accounts to ensure that relevant activities are being implemented in accordance with agreed budgets and timeframes  and actual works progress Manage the implementation of an M&E system to monitor progress and  capture impact of projects and to make necessary adjustments to work plans if necessary in a timely manner Oversee the production of timely regular project progress reports in accordance with donor agreements and Concern systems ·         Ensure the participation of the programme stakeholders in all stages of the programme cycle. ·         Ensure programme activities are well coordinated with Concern Lebanon’s education and protection programmes. ·         Participate in assessments to explore new geographic or programmatic areas of interventions as required       People Management: Lead and manage project managers and teams, contributing to their capacity building and career development. Provide technical support and on-going on-the-job training and coaching to staff Provide accurate job descriptions for all positions of the WASH programme Ensure that all staff is aware of and comply with Concern’s policies and procedures both programmatic and systematic. Monitor and review performance of staff line managed through Concern’s Performance Development Reviews system (PDR’s) and hold staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance.  Plan and organise work within the team(s) is in a way which will meet the organisation’s needs in the most cost effective manner possible; allocating appropriate workloads to team members and ensure that they are working efficiently.     Coordination and Representation: Represent Concern Lebanon at local, regional and national level in regards to WASH related meetings with donors, stakeholder and other relevant actors as necessary. Ensure good coordination of the WASH programme activities with all relevant stakeholders, incl (I)NGOs, UN agencies, donors, NLWE, the municipalities and land owners, to assure that works are implemented as planned and agreed within Concern and with donors.   Other: Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct. Support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to the team, partner and stakeholders and be committed to providing a safe working environment. Actively participate in Concern accountability initiatives (communication strategy, participation and CRM for example) ensuring that they are integrated into the project Undertake other related duties as may reasonably be assigned by the Assistant /Country Director Person Specifications Degree in Civil Engineering or similar from an accredited University A minimum of 2 years’ experience of working with an NGO, preferably with Concern Experience of managing WASH programmes and teams Representation experience and very good communication skills
