Under the overall supervision of the Head of Office in Lebanon and under the direct supervision of the Emergency Response and Stabilization Coordinator the National Program Officer (Shelter) is responsible for the following functions:
Liaise and coordinate with key Ministries, UN organizations/stakeholders, partners in GOL, local NGOs, and key personnel to explore routes and channels for cooperation
Provide support with negotiating, drawing up, coordinating and following up on conclusion of bilateral agreements and partnership arrangements between, Ministries, development agencies, governmental bodies, NGOs and the IOM in close co-ordination with the CCCM/Shelter Coordinator and Emergency Response and Stabilization Coordinator to ensure that needs on the ground are accurately interpreted and integrated into project documents
Conduct regular visits to the filed to ensure feedback from communities, sector working groups, is integrated into IOM’s ongoing development of needs
Assist in developing sector related objectives, outputs and realistic targets that meets the needs of the beneficiaries
Assist in developing necessary needs assessment forms to ensure information related to beneficiaries needs are captured
Assist in the design of sector related projects, mechanisms with respective workflows and standards
Act as focal point for sector related matters and attend all related meetings
Support in the development of budget to related project activities
Provide recommendations on best practices in managing sector related projects
Highlight any potential risk(s) before and during implementation and provide mitigation measures
Ensure proper information exchange on all operational aspects of the project between IOM, donors and other project counterparts and stakeholders
Assist with the preparation and co-ordination of the related activities, distribution, training, workshop and seminar
Handle all aspects of the project execution, including the project’s administration
Support in the recruitment, supervision and training of all consultants and team members required for the delivery of activities
Responsible for preparing regular reports on project activities as needed
Perform any other responsibilities as may be required.
