PRESENTATION OF HANDICAP INTERNATIONAL
Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. MISSION CONTEXT
The Emergency Response Division in Lebanon was created in April 2012. The provision of support to health structure is provided directly by Handicap International physiotherapist and technical advisor. The identification, assessment of the needs, referral and direct provision of services is done through 4 outreach teams (composed of one social worker as case manager and one physiotherapist) and trough 4 fixed points in the communities (in community centers to allow more efficiency reducing the time to reach the beneficiaries).
GLOBAL OBJECTIVE OF THE POSITION
Under the line management of Program Manager, the Deputy Program Manager is responsible for ensuring the qualitative response of the organization in the field activities and partnership strategy.

Team managed: 1 project officer, 1 partnership officer, 1 referral focal point/intaker
RESPONSIBILITIES & OBJECTIVES
Objective 1: Management of the Program in the North
Activities/Main duties:
Ensure the coordination between the different components of the project (PSS, Rehabilitation, Inclusion)
Ensure a balance between these three components allowing to reach individual and overall targets
Propose and adapt an adequate HR set up in order to achieve the target while ensuring the quality of the activities implemented
Properly follow up on the objectives and indicators planned and committed with the donor
Participate to the management of the project budget and follow-up of the expenses through the implemented financial tool on
Ensure the good implementation of the program activities
Ensure the liaison between projects and others departments
Ensure the representation upon PM request with any relevant stakeholders, local, national and international partners, local and provincial authorities in order to facilitate the implementation of project’s activities
Replace the program manager in his/her absence in the different aspect of the project (coordination, team management, support, representation, reporting) and refer to the field coordinator for any important questions/issues
Objective 2: Team management
Activities/Main duties:
Ensure a good communication, coordination and information level of each member of the team through regular coordination meetings (or other if needed)
Define Individual Action Plans for all the persons under his/her line management and ensure weekly plans and annual leaves plans are consistent
Support and build the capacity of the person under his/her management, and assess the needs for additional training
Ensure that appraisals of the staff member are done according to the HR procedure and be aware of the professional evolution of each member of your staff, and its development within the mission
Ensure conflict resolution (personal and professional) within your team and inform your line management and the administrator when necessary
Animation and organization of the meetings with your team
To participate in the recruitment process upon PM request
Objective 3: Inter-departmental coordination
Activities/Main duties:
Coordination with the logistics and administrative department to ensure a correct follow-up of the administrative and logistic aspects of the project
Ensure the respect of HI financial and logistic procedures implemented on the mission
Ensure the partnership from an administrative, logistics and operational point of view with the local health structures
Facilitate media and donor visits on the field according to the ToR and the team’s inputs
Provide administrative and logistics support to the project manager upon request
Take part to Administrative and Human Resources process when requested to
Fill Logistics document related to project when needed
Objective 4: Participate in the analysis and reporting of global issues in the refugee population and the humanitarian context
Activities/Main duties:
In formal and informal meetings with the team, participate to a qualitative analysis of the different kinds of issues, at individual, familial and community level
Participate to report with the tools and the internal system all issues identified
Be part of a constructive holistic team work to develop a very qualitative analysis and response for disable and vulnerable persons
Make proposition to PM on strategy of action to ensure a quality response to the refugees needs
Participate to the structuring and writing of new proposals
Objective 5: Ensure the work quality of your team on reporting, referrals and information sharing
Activities/Main duties:
Regular field visits with all the team
Participate regularly in the assessment of their needs in order to monitor the data collection done by the different field teams and to ensure a quality reporting of data in the database
Supervise implementation of technical guidelines and internal procedures
Organize training/refreshment when needed
Objective 6: Reporting
Activities/Main duties:
Follow up of the database for all statistical reports
Facilitate regular reporting on your activities to the Project Manager (coordination meeting, workshop meeting, etc.);
Write monthly situation report (SITREP) by providing relevant data related to your position
Participate in the production of internal and donor reports, by organizing the inputs requested to his/her team and providing relevant inputs and analysis
Follow up of the donor and HI indicators
Send every week a compilation of reporting tools used and updated during the week
Send minutes from all the meetings and discussions with external actors
Send any other report upon PM request
Report any constraints or problems faced with the team before taking any action
Report without any delay any security issue
Objective 7: To demonstrate an ethic and professional practice
Activities/Main duties
Respect beneficiary confidentiality
Respect and promote HI’s Policies and report to your line manager any no respect of HI’s policies amongst the teams or partners
Address needs and requests in a professional way
Report any incident or act that causes any harm to beneficiary or to others
Always interact with children with the presence of their parents or caregivers
Always respect a refusal of treatment.
Objective 8: Demonstrate willingness to improve professional competences and abilities to increase care quality

QUALIFICATION/ REQUIREMENTS
Educational Background and Working Experience
Management and administration degree, master an asset
At least 2 years of professional experience in similar experience
Experience with INGO, preferably in emergency context
Professional Skills required
Demonstrate good understanding of emergency and post emergency context, neutrality
Understanding of a comprehensive approach on disability and vulnerability
Demonstrated effective communication, analytical and problem solving skills
Demonstrated capacity to forecast and follow up logistical and administrative issues
Strong writing skills and data analysis
Ability to propose workable solutions and identify their implications (positive and negative) adapted to beneficiaries’ needs
Personal skills required
Strong interpersonal and intercultural skills
Ability to work in a multicultural environment and in a multidisciplinary teamwork
Ability to work under high pressure with a great level of personal organization

Languages
English and Arabic mandatory (oral and written), French would be an asset
