Food Security And Livelihood Officer ( Zahle)

Project Overview: Save the Children is scaling up its response for the Food Security and Livelihoods in the Bekaa, Lebanon. The FSL officer will oversee the planning and implementation of the community support project in Bekaa under the technical guidance and direct supervision of the FSL coordinator in Zahle. Other FSL interventions include multi-purpose cash programming to support vulnerable refugee families to meet their basic needs. The FSL programme also includes livelihoods interventions, with a focus on youth, to enhance their skills and placement in local and international NGOs through a humanitarian traineeship programme. The livelihood component also include a Home based skills development intervention concentrating on targeting females to be engaged in working in two value chains. The FSL officer will ensure that the community support projects implemented are of a high technical quality, that monitoring is conducted on time, that reporting is high-quality, timely and reflects actual figures from the field, and that the programme implementation is continually assessed, critical path identified and Contingency solutions quickly put in place for any changes in context.Save the Children is scaling up its emergency response in Food Security and requires an FSL Officer to ensure smooth implementation of community support projects activities.   ROLE PURPOSE: (this role is dependent on funding) As part of these responsibilities the post holder will ensure the implementation of FSL systems, and ensure that humanitarian needs (by our own staff and/or as a result of how we do our work) are identified and addressed on an ongoing basis. S/He will report and respond to interventions as determined by his/her position and responsibilities identified in SCI strategy. SCOPE OF ROLE: Reports to: FSL Coordinator Staff directly reporting to this post:  FSL Assistants   KEY AREAS OF ACCOUNTABILITY:  Prepare weekly and monthly work plans and ensure the FSL assistants follow the plans. With the FSL coordinator develop phased budget based on planned activities according to the implementation plan. Assist with the training of the FSL Assistants to ensure they have solid understanding of key programme documents and tools, including M&E questionnaires Actively participate in the collection and analysis of information used to determine vulnerability, and create transparent targeting criteria Organize beneficiary registration and distributions in collaboration with municipalities in areas of intervention. Monitor the work conducted by the FSL assistants in different sites where Community support projects are implemented. Contribute to the development of different tools needed for proper implementation of programmes such as (MOUS , FGDs, PDMs…ectc) Organize and conduct trainings for all programme beneficiaries. Organize and assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation. Contribute to data entry, as needed. Work with logistics to follow up on procurements within the procurement plan to ensure efficient implementation Produce timely reports for internal use on the status of on-going programming Act as a liaison between communities and the Save the Children office; maintain good relationships with beneficiaries and local leaders/authorities; and represent Save the Children while in the field Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. Experience in managing a team Good time management skills Experience in data collection Experience in field work and community mobilization; and in training groups of beneficiaries Fluency in written and spoken Arabic and English Computer skills (especially Excel) Strength in interpersonal, communication and presentation skills Flexibility and willingness to change work practices and hours, and capability to work in insecure environment  Available to travel in country  Recommended knowledge and experience: Cash and voucher programming Food Security & Livelihood in emergencies Familiarity with refugee communities in country of operation
