Food Security & Livelihood Field Officer

Première Urgence – Aide Médicale Internationale is a not-for-profit, non-political and non-religious NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. PU-AMI’s involvement in the Syrian Crisis is strong, with a wide range of programs implemented in most of the countries affected by the conflict.   PU-AMI’s main objective in Lebanon for the years 2015/2016 is to provide a protection-based holistic response, covering the basic needs of refugees and host communities in Beirut, Saida, Mount Lebanon and Akkar districts.   A multi-sectorial portfolio of activities (Psychosocial, Education, Health, WASH, Food Security, Infrastructure, Shelter Rehabilitation and IS/CS Management - Protection) is addressing refugees and host population’s vulnerabilities, by enabling individuals and communities to achieve respect for rights in safety and dignity.   PU-AMI is also seeking more sustainable and cost-efficient modalities of implementation, mainly by building partnerships with local organizations and existing public entities, which will contribute to bridge the humanitarian assistance delivered to refugees with specific community support projects, in order to strengthen the social cohesion between communities.   Consequently, PU-AMI’s 2015-2016 Country Strategy is based on 2 programs: -        A Humanitarian Assistance Program: providing a protection-based humanitarian material assistance and services to the most vulnerable refugees and people affected by the Syrian Crisis. -        A Resilience Program: developing and strengthening community-level infrastructures as well as supporting household-level economic empowerment and well-being, with regards to specific poor and vulnerable groups, including women and people with disabilities.   POSITION GENERAL INFORMATION   Position: Field Officer Component: Food Security & Livelihoods Based in: Beirut   Supervision   Under the direct supervision of:       Food Security & Livelihoods Team Leader Under the indirect supervision of:   Food Security & Livelihoods Project Manager Supervision of:                                                        Daily workers, Community members       Under the overall supervision of:     Field Coordinator   OVERALL MISSION   General objective   Under the direct supervision of the Food Security & Livelihoods Team Leader, the Food Security & Livelihoods Field Officer has to ensure and implement the vouchers distributions, food assistance project and impact assessment surveys activities on the field level and respond to donor special requests as needed.   Responsibilities and tasks   1.      Activities implementation   -       To participate in distributions on site -       To be in daily contact with the beneficiaries, listen to their needs and problems and refer to team leaders as needed for answers -       To ensure field level monitoring of the vouchers use and purchases with the beneficiaries and the shops, according to WFP requirement -       To participate in the implementation of the project impact surveys -       To carry out additional household assessments when requested -       In relation to PU-AMI hotline mechanism, ensure the case follow-up with the beneficiaries by phone, and report correctly in the database the needed follow up action.   2.      Assessment and reporting   -       To participate in the assessment and satisfaction surveys -       To report every day the problems to the project team leader -       To guarantee needed referrals are fulfilled following PU-AMI mechanism -       To support other staff in data collection as requested -       To participate in the improvement of the implementation methodology highlighting not efficient process, and proposing to the direct line manager improvements   3.      Communication & Follow-up   -       To participate in the distribution on site and respond to beneficiaries’ queries with good knowledge of relevant information -       To follow up on card activation lists and double checking lists before submitting to the IM Officer -       To communicate with other PU-AMI department to ensure best practices and coordination     The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.           QUALIFICATIONS   Mandatory requirements   Language skills: Fluent in and Arabic (reading, writing, speaking), good level in English Education degree: Baccalaureate / On-site training in social work, relief work or related fields Work experience: 1 year experience in a similar position (NGOs/private companies) in a social work/ humanitarian context Computer skills: Basic computer skills, knowledgeable with MS Office suite Other: -       Valid driving licence (1 year minimum) -       Intermediate  knowledge in humanitarian and social work, and relief operations -       Good knowledge of Beirut and Mount Lebanon area, willing to travel a lot locally and valid driving license     Assets   Interest: Work in relief, interest for social issues Transversal skills -       Strong motivation to help people in need -       Conflict resolution and diplomacy experience -       Ability to take initiative to deal with difficulties encountered in daily work -       Capacity to work in an multidisciplinary and multicultural team -       Well organized and hard worker -       Able to manage stress and pressure -       Able to check information, logical -       Neutral
