Organiation Overview :        Since its creation in 1960, the mission of Terre des hommes (Tdh) has been to come to the aid of children in need. It endeavors at all times to defend the rights of children, in times of war and natural disasters, or in less publicized situations of distress. Today, the Terre des hommes Foundation is a significant force among children’s aid organizations in Switzerland and throughout the world. Tdh has development projects and emergency relief programs in more than 30 countries in two core areas: healthcare and child protection. Every year, Tdh offers sustainable solutions and a better future for over one million children and their relatives. Job description: The Project Manager is in charge of the development of the intervention strategy and ensures the smooth running of the project in his/her zone/the country of assignment in line with Tdh policies (strategic plan, theme, way of working) and national intervention strategies in order to achieve the results expected within the framework of the project(s): S/he ensures the planning, execution, monitoring and financial management of the project and human resources Child Protection Policy -     Commit to respect the Tdh Child Protection Policy and principles of child protection. -     Commit to ensure the best implementation possible of the Child Protection Policy in Lebanon. -     Commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Child Protection Policy.   Main duties and responsibilities: General: -       Responsible for the operational management of the Tdh response for the Syrian displaced people project under the direct supervision of the Programme Coordinator. -       Operates in the office and in the field supervising and supporting all project staff in order to ensure an appropriate protection response to the needs of the most vulnerable children identified and targeted through the project objectives. -       Ensures, promotes and facilitates the principles of child protection and child participation are integrated into all project activities and communication with project staff, children and communities targeted by the project. -       Responsible for all aspects of the daily management of the projects, including logistics, administration, security, community and child/youth liaison. -       Collects, coordinates and reports information coming from projects staff regarding the overall situation, actions and the needs of children in the community, with specific attention paid to the projects’ objectives. -       Informs the Programme Coordinator about successes and/or difficulties met in Tdh activity implementation, reputation and/or projects objectives. -       Ensures a strict adherence to Tdh Child Protection Policy at all times, including respect for confidentiality and child centred approach, acts in the best interests of the child. -       Provides professional representation of Tdh in the absence of the Programme Coordinator and Country Delegate with donors, auditors, HQ representatives, children, community leaders and members.   Specific duties and responsibilities:   Project management: -       Responsible for the implementation of the project, its monitoring and reporting. -       Plans, organises and supervises the implementation of the projects to achieve the objectives. -       Responsible to promote and ensure a trusted and professional relationship between Tdh staff and relevant authorities, humanitarian actors and community leaders within each community and Lebanon in general. -       Responsible to promote and ensure a trusted and professional relationship between Tdh staff and targeted communities. -       Ensures a prompt and timely response to children determined and identified at ‘high risk’ through projects activities. -       Ensures that the distribution of relief items is done according to proper list establishment and monitoring, and that the outcomes of the distributions are monitored.  Staff management -       Responsible for the supervision and managerial leadership to Tdh projects staff to ensure that projects objectives are met.  -       Coordinates weekly meetings with all projects staff or as necessary to ensure the smooth delivery of the projects. -       Identifies, facilitates, coordinates and when necessary delivers targeted training to meet projects objectives in coordination with the Training and Development Department. -       Responsible to provide guidance, discipline, dismissal, support and/or positive feedback to all staff under his/her control. -       Conducts, coordinates and prepares performance reviews of all staff during the life of the project. -       Ensure the application and adherence to Tdh staff regulations.  External Resources Liaison and Mobilisation: -       Responsible for the external coordination at field level -       Responsible for the establishment and liaison of external projects resources to meet the needs of the projects -       Responsible to establish and draft MoU’s where appropriate to meet the needs of the projects -       Responsible to negotiate and develop capacity building programs for the external resources in coordination with the Tdh T&D Department   Logistics: -       Ensures the adherence to Tdh logistics policies and procedures -       Liaises with the logistics department on a timely manner and on behalf of his / her team to ensure proper support from the logistics as needed.   Administration: -       Ensures spending is in line with established budgets and regularly liaises with the Tdh Administrator to maintain budget visibility. -       Ensures the adherence to Tdh policies and procedures of purchasing, accountability and cash handling. -       Ensures regular liaison and coordination with administration functions within the Tdh organisation chart -       Prepares quarterly budget expenditure forecasts in harmony with the Tdh Administrator.   Security: -       Ensures the timely and punctual reporting of security incidents and/or information to the Country Delegate when required. -       Promotes a security aware culture in the workplace. -       Liaises with reliable and safe sources of security information when necessary, including humanitarian actors, community members, security forces and informed individuals.   Reporting: -          Ensures the use of data collection systems and punctual reporting by all staff to enable measurable results to prove the achievement of projects objectives. -          Responsible to prepare donors reports as well as monthly internal report - Supports in the development of project proposals
