Shelter Field Officer - Insulation Kits

Première Urgence – Aide Médicale Internationale is a not-for-profit, non-political and non-religious NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. PU-AMI’s involvement in the Syrian Crisis is strong, with a wide range of programs implemented in most of the countries affected by the conflict.   PU-AMI’s main objective in Lebanon for the years 2015/2016 is to provide a protection-based holistic response, covering the basic needs of refugees and host communities in Beirut, Saida, Mount Lebanon and Akkar districts.   A multi-sectorial portfolio of activities (Psychosocial, Education, Health, WASH, Food Security, Infrastructure, Shelter Rehabilitation and IS/CS Management - Protection) is addressing refugees and host population’s vulnerabilities, by enabling individuals and communities to achieve respect for rights in safety and dignity.   PU-AMI is also seeking more sustainable and cost-efficient modalities of implementation, mainly by building partnerships with local organizations and existing public entities, which will contribute to bridge the humanitarian assistance delivered to refugees with specific community support projects, in order to strengthen the social cohesion between communities.   Consequently, PU-AMI’s 2015-2016 Country Strategy is based on 2 programs: -        A Humanitarian Assistance Program: providing a protection-based humanitarian material assistance and services to the most vulnerable refugees and people affected by the Syrian Crisis. -        A Resilience Program: developing and strengthening community-level infrastructures as well as supporting household-level economic empowerment and well-being, with regards to specific poor and vulnerable groups, including women and people with disabilities.   POSITION GENERAL INFORMATION   Position: Field Officer Component: Shelter/WASH Based in: Beirut   Supervision   Under the direct supervision of:         Shelter/WASH Team Leader Under the indirect supervision of:     Shelter/WASH Project Manager Supervision of             :                                Daily workers, Community members,        contractors and volunteers Under the overall supervision of:       Field Coordinator OVERALL MISSION   General objective   The Insulation Kits Field Officer is part of the Shelter/WASH Team, working on Shelter activities, including but not limited to construction and rehabilitation of shelters, upgrading of sanitation facilities, and distribution of relief items at field level, in the framework of PU-AMI’s Program in Lebanon. The Insulation Kit Field Officer works in close collaboration with team members of the Shelter/WASH and other departments, under the supervision of the Senior Management. He/she contributes to and is part of conducting surveys and collecting needed information from the field following the TL and PM guidelines. The Insulation Kits Field Officer spends most of his/her time in the field and will be mainly dedicated to the installation of Insulation kits, a new tool rolled out by UNHCR in the whole Country.   Responsibilities and tasks   Activities implementation -       Ensure the timely distribution of insulation Kits -       Guarantee that beneficiaries understand the usage and benefit of the Insulation Kits -       Guarantee that beneficiaries understand how the insulation kits needs to be installed -       Support manually the beneficiaries in the installation when needed -       Conduct follow-up visits to make sure that the installation is done correctly and provide needed guidance -       Provide support in other shelter activities implementation as needed and requested by the Project Manager and Team Leader   Communication & Follow-up -       To participate in the field work and respond to beneficiaries’ queries with good knowledge of relevant information -       Guarantee referral of cases in need, following PU-AMI’s referral mechanism and procedures -       Report complaints received from beneficiaries and be accountable, report of any issues communicated by beneficiaries -       Ensure regular communication with the beneficiaries   Reporting -       Report immediately any delay, problem or other relevant information to the Shelter/WASH Team Leader -       Report orally on the progress of Kits installation activities on a daily and weekly basis to the Team Leader/Project Manager   The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.   QUALIFICATIONS   Mandatory requirements   Education Degree: High School degree Work experience: Experience in NGOs/ previous experience in Shelter/WASH activities implementation, specifically technical experience as a carpenter Ø    Language Skills: Fluent in Arabic (speaking, reading, writing) Other requirements -          Valid driving licence (for 1 year minimum) -          Demonstrate willingness to improve own knowledge and skills -          Excellent geographical knowledge of the Area of Responsibility -          Willingness and ability to travel within the Area of Responsibility   Assets   Interests -          General interest in Humanitarian Relief Work General skills -          Excellent communication and diplomacy skills -          Ability to manage relationships in  potentially tense situations -          Strong motivation to help people in need -          Ability to analyse and suggest improvement -          Well organized and hard worker -          Ability to manage stress and pressure -          Neutral
