Première Urgence – Aide Médicale Internationale is a not-for-profit, non-political and non-religious NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. PU-AMI’s involvement in the Syrian Crisis is strong, with a wide range of programs implemented in most of the countries affected by the conflict.   PU-AMI’s main objective in Lebanon for the years 2015/2016 is to provide a protection-based holistic response, covering the basic needs of refugees and host communities in Beirut, Saida, Mount Lebanon and Akkar districts.   A multi-sectorial portfolio of activities (Psychosocial, Education, Health, WASH, Food Security, Infrastructure, Shelter Rehabilitation and IS/CS Management - Protection) is addressing refugees and host population’s vulnerabilities, by enabling individuals and communities to achieve respect for rights in safety and dignity.   PU-AMI is also seeking more sustainable and cost-efficient modalities of implementation, mainly by building partnerships with local organizations and existing public entities, which will contribute to bridge the humanitarian assistance delivered to refugees with specific community support projects, in order to strengthen the social cohesion between communities.   Consequently, PU-AMI’s 2015-2016 Country Strategy is based on 2 programs: -        A Humanitarian Assistance Program: providing a protection-based humanitarian material assistance and services to the most vulnerable refugees and people affected by the Syrian Crisis. -        A Resilience Program: developing and strengthening community-level infrastructures as well as supporting household-level economic empowerment and well-being, with regards to specific poor and vulnerable groups, including women and people with disabilities.   POSITION GENERAL INFORMATION   Position: Project Manager Component: Food Security & Livelihoods Based in: Beirut   Supervision   Under the supervision of:                     Field Coordinator Supervision of                     :                        Technical Advisors, Team leaders, Senior Field Officers, Field Officers, Field Workers, Daily workers and contractors Under the Technical Supervision of:  FSL Coordinator   OVERALL MISSION   General objective   The Food Security & Livelihoods Project Manager is responsible for the management and implementation of Food Security & Livelihoods activities and for the social cohesion component of the Community support project(s) in Beirut and Mount Lebanon. The Food Security & Livelihoods Project Manager will work under the supervision of the Field Coordinator based in Beirut base.   The Food Security & Livelihoods PM position’s major objectives are to properly achieve the following global tasks: 4  Proper implementation of all aspects of the Food Security & Livelihoods project (Full project cycle approach) 4  Team management of all operational staff within the project 4  Capitalization of all aspects of the project   Responsibilities and tasks   4  Programs: S/he ensures implementation and oversight of all FS&L and community based activities 4  Human Resources: S/he supervises the project team (PU-AMI employees and any daily workers ) 4  Logistics and Administration: S/he oversees the logistics and administrative duties of the project under his/her responsibility 4  Representation: Upon request from his/her supervisors s/he represents the organization with local partners, authorities and stakeholders, in relation to the scope of the project 4  Safety and Security: S/he will assist in following safety and security rules on-base and will transmit all safety and security information to the Project Implementation Coordinator 4  Strategy: S/he will assist in developing new operations as needed   Specific objectives and linked activities   1.      Information collection and sharing 4  To manage the data collection of relevant information needed for identification of needs and project reporting 4  When requested to provide technical support to assessment teams,  define and develop guidelines and methodologies for assessments, in direct coordination with the Assessment, Monitoring & Evaluation(AME) department, and the Base program coordinator To regularly support and coordinate with the Quality department in relation to AME activities   2.      Activities implementation 4  To design and implement FS&L and Community based activities in direct collaboration with the Field Coordinator 4  To organize, schedule, coordinate and plan the FS&L and community based activities and the team’s work 4  To ensure proper coordination and liaison with local partners, local communities and Municipalities/Authorities 4  To ensure that  all monitoring and evaluation tools are correctly used, in coordination with the AME department 4  To guarantee the proper implementation of community mobilization activities and events (introduce activities to stakeholders, encourage communities’ participation, etc.) 4  To monitor closely the implementation of the activities and, if needed, propose adjustments of the implementation strategy to the Field Coordinator   3.      Team management 4  Ensure the recruitment and definition of the training needs of the operational team in coordination with the Admin team 4  Follow-up the operational team according to the mission’s HR policy and guideline: daily management, attendance, holiday management, etc. 4  To ensure performance evaluation of the operational staff on a regular basis (every 6 months) 4  To constantly liaise and coordinate actions with the Field Coordinator of the base 4  To ensure the respect and application of disciplinary rules as per PU-AMI’s HR policy 4  To set up clear daily implementation plans for the Operational Team and to guide the team in following the developed plans 4  To identify training needs for the team and work for the team members’ development 4      4.      Internal and external reporting 4  To provide internal reporting on activities according to PU-AMI internal tools as requested by Field Coordinator and Base Programme Coordinator 4  To guarantee a regular and timely external reporting in coordination with his/her supervisors and following Donor’s requirement 4  To participate to relevant INGOs/Donors meetings when requested by Field Coordinator   5.      Financial and Logistics Management 4  To follow-up the financial aspects of the project (Budget Follow Up) 4  Management of the weekly cash forecast for all activities 4  To issue procurement requests to logistics department and follow up procurements on the basis if the projects’ needs.   6.      Budget 4  Manage expenditures related to one specific grant 4  Ensure follow-up and control of his/her budget area 4  Analyze and propose solutions of reallocation if needed, after receiving a monthly updated budget follow-up from the Admin/Finance Department 4  Approve expenditures and re-allocations within his/her budget area(s) 4  Plan and monitor expenditures to take place during the grant period 4  Address his/her cash forecast according to his/her budget areas 4  Avoid any over or under expenditures at the end of the grant, when possible,  and provide relevant and timely information to Field Coordinator and Admin department  in case of such occurrences   7.      Capitalization/Institutional Knowledge Building 4  To design report activities achievements following the internal reporting schemes and databases. 4  To gather all needed supporting documents for activities implementation by the FS&L team following donor’s requirements and internal requirements 4  To develop understanding of the Lebanon situation (beneficiaries, needs, political context, and strategy of intervention, etc.) 4  To identify new areas of intervention and support needs assessment conducted by AME team to support the development of new program’s strategy and proposal writing.   8.      Contribute to the development of new proposals To participate in identifying FS&L security-related needs in coordination with the Base Program Coordinator and the FS&L Coordinator. To support in project proposal writing when requested by the Field Coordinator and Base Programme Coordinator   The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.   QUALIFICATIONS   Mandatory requirements   Ø Language Skills: Fluent in English and Arabic (speaking/reading/writing) Education Degree: University degree in project management/food security/economic development or related field. Work experience: 2 years professional experience in NGOs in management of distribution projects or emergency relief operations. Computer Skills: Very good knowledge of the MS office software including Word, Excel, Outlook, PowerPoint.
