Child Protection Officer (Support To The Ministry Of Education And Higher Education (Mehe)

Section Content Background Within the framework of the RACE proposal, the MOSA National Plan and the RWP 2015 signed between UNICEF and MEHE and MOSA, the Ministry of Education and Higher Education (MEHE) is working towards ensuring accessible and quality education for children in Lebanon. Efforts are also being made to ensure that schools and other learning spaces provide a safe and protective environment for children. This includes putting in place measures in schools and other learning spaces endorsed by MEHE to prevent and mitigate the impact of violence on children, as well as addressing and responding to child survivors and at high risk of violence, exploitation and abuse.   In order to strengthen the capacity of MEHE and support the government in their response to these protection issues in schools and other learning spaces endorsed by MEHE, the United Nations Children's Fund (UNICEF) will deploy a Child Protection Officer to MEHE to support implementation of activities outlined in the 2015 RWP between UNICEF and MEHE in full coordination and with the support of MOSA. Objectives Under the supervision of the MEHE Director General and in close coordination with DOPS, provide technical support to MEHE on the Child Protection activities outlined in the 2015-2016 RWP between UNICEF and MEHE in full coordination with MOSA (with MOSA technical support and within MOSA legal framework). Scope of work and Deliverables In support of the RACE proposal and the child protection activities in the 2015 RWP between UNICEF and MEHE the child protection officer will: Coordinate and follow up on the implementation of the child protection programme set by DOPS-The adaptation counseling unit (conseillers d’adaptation scolaire) and the special needs under the directives of the DOPS director, and in coordination with MOSA (with MOSA Technical support and within the MOSA Legal framework). Encourage linkages between the National Education Strategy and Child Protection Strategies and related assessment of needs, action plan, and technical operations Liaise with concerned committees, stakeholders, and units, including international and national organizations Provide the MEHE with coordination support for related capacity building activities concerning child protection Support the implementation of the Child Protection programme in schools at national and local level in coordination with DOPS  including communication with Directorates of Education and MOSA at local level Help in developing and implementing a program of inclusion (children with physical disabilities and learning difficulties).   The contractor will be based at the Ministry of Education and Higher Education, but could undertake at least 30% of his/her time travelling to different governorates in Lebanon in liaison with the Minister agenda. Technical input and supervision will also be provided upon the need by UNICEF child protection section. Timing Duration of contract: 12 months from signature of contract, renewable. Reporting Requirements Monthly Progress Reports that will be undertaken through a monthly meeting and documented in a MOM which will prepared jointly between the Child Protection officer and MEHE focal point and progress against an approved work plan to be defined within the framework of the rolling annual work plan between UNICEF and MEHE Profile Requirements QUALIFICATIONS AND SKILLS Advanced university degree (Master) in law, social services, child protection, education, or related field relevant to the nature of the consultancy, with at least four years of relevant work experience in program management in a relevant field, including minimum of three years covering social protection, social work child protection or humanitarian and emergency issues an asset. A first university degree (Bachelor) with at least six years of relevant experience can also be considered. Experience in Lebanese public sector is highly desirable and in intergovernmental or non-governmental organizations is desirable. It is a full time assignment. The contractor will be based in MEHE premises. Each monthly payment is subject to the receipt of: -        approved report, -        and certified invoice. UNICEF will provide a computer and other necessary equipment as per the UNICEF regulations. Individual contractors will be covered by medical/health insurance purchased locally covering the period of the contract
