Icla Coordinator

1.    BACKGROUND NRC has been present in Lebanon since 2006 and currently provides programming for Education, Shelter, Community Capacity Building, Legal Assistance and WASH.  Commencing in March 2012, the NRC Information, Counselling and Legal (ICLA) Programme in Lebanon has been providing assistance to refugees, mainly Palestinian refugees already in Lebanon and refugees from Syria (including Lebanese returnees and Palestinian refugees from Syria).  Currently, ICLA Lebanon has two main areas of work: (1) the Palestinian refugee response; and (2) the Syrian refugee response.  NRC ICLA South Lebanon seeks to provide information and counselling services relating to access to services; civil and legal documentation, housing land and property rights and other related matters throughout the South. NRC also aims to strengthen the understanding of any protection and legal issues faced by those displaced and, in coordination with other actors, identify ways to address these issues. ICLA works closely with the other NRC Lebanon programmes and activities in order to build on existing relationships, encourage an integrated response, develop joint activities and benefit from NRC’s comprehensive understanding of the context. 2.    ROLE, TASKS AND RESPONSIBILITIES JOB PURPOSE The ICLA Coordinator in the South will be primarily responsible for providing oversight over the implementation of the ICLA programme in the South, initially with a focus on the Syrian response as well as involvement in the Palestinian response.  In addition, the ICLA Coordinator will support the ICLA programme efforts to standardise its work throughout Lebanon.  REPORTING TO The Coordinator reports to the ICLA Project Manager, South Lebanon as the immediate supervisor. SUPERVISEES The ICLA Coordinator provides direct supervision to the Information Field Officers and collaborates closely with the Legal Field Officers and Assessment Officer TASKS AND RESPONSIBILITIES Specific responsibilities Provide oversight for the ICLA response in the South, including through outreach associated work throughout the South of Lebanon. Provide supervision of ICLA staff members in the South in close coordination with the ICLA PM and South Area Manager With ICLA team, identify appropriate locations for ICLA outreach work and establishment of outreach activities Administrative and budget responsibility for specific or thematic areas within the ICLA project as identified by the ICLA PM. Support preparation of proposals (technical, financial and narrative aspects) related to ICLA projects in the South. Prepare workplans for ICLA programme in the South Contribute to budget plans for ICLA programme in the South Oversee implementation of the ICLA programme in the South in accordance with ICLA strategy, workplans, spending plan and M&E plan of ICLA projects in South Lebanon. Document technical issues and questions and report to the ICLA PM with suggested ways of addressing them. Assist with standardisation of NRC protection and information response (including upholding structure, methodology and procedures) in the South and, as relevant, throughout Lebanon. Provide support, including technical and daily, to the ICLA team in the South, in close coordination with the ICLA PM Contribute to strategic development and expansion of ICLA programme, including identifying training needs of ICLA team. Work in team with relevant NRC staff to design, plan and coordinate activities at the Community Centres, Shelter beneficiary locations, outreach and related activities. Provide support and guidance to ICLA focal points (legal focal points, service mapping focal point, referral focal point, HLP focal point) and the development and update of referral mechanisms and service mapping Provide support and guidance to Information Focal Points (IFPs) Oversee the ICLA-Shelter Taskforce Constantly monitor and follow-up on the quality of ICLA services provided Receive technical input from ICLA Lebanon team. Perform any other task as assigned by ICLA PM Ensure adherence to the ICLA tools and handbooks and other NRC policies.  Reporting Report weekly & monthly (or more often, if required) on activities and results to the relevant NRC staff in a timely manner. Maintain archiving system up to date (both in hardcopies and electronically). Assist in designing the needed forms, questionnaires and other templates. Oversee use of ICLA database and template documentation by all ICLA team in the South. ICLA/Protection activities In collaboration with the ICLA Assessments Officer: Keep record of results of assessments; analyse results and prepare report on protection needs. Identify and assess main protection and information needs of target communities Prepare documents containing legal and related information for target communities. Conduct information and counselling sessions for beneficiaries in the Centres and in the course of outreach work (including mobile information clinics). Assist in the sensitisation of the Syrian and host communities on the existing activities offered at the Centre. Contribute to identification of trends in conditions/standards and donor priorities and assess better ways to assist refugees. In collaboration with the Legal Field Officer, participate in oversight of legal consultants (ICLA lawyers) providing legal assistance. Coordination Hold regular meetings with ICLA team and other NRC core competencies. Attend and participate in relevant meetings, in coordination with relevant NRC staff. Work cooperatively with the beneficiaries and other relevant stakeholders to strengthen the project, including identifying key members of the refugee and host community for information dissemination. Assist in providing information to and cooperation with community representatives and relevant authorities. Have a clear idea about activities other institutions working in the same area are carrying out with displaced Syrians and, as relevant, attend coordination and protection meetings. 3.    COMPETENCIES Competencies are important in order for the employee and the organisation to deliver desired results.
